Renovation of a military facility in Tucson, Arizona. Completed plans call for the renovation of a military facility.

The contractor will furnish all mounting parts, labor, tools, transportation, materials, supplies, equipment, and plant necessary to replace the Lightning Protection System at Building c, Davis-Monthan AFB, AZ. This project is 100% set-aside for small business concerns. In accordance with FAR 36.204 and DFARS 236.204 the anticipated magnitude of this contract is between $100,000 and $250,000. The Government plans to award a contract resulting from this solicitation IAW FAR 13.106-2 to the responsible offeror whose quote conforms to the solicitation that will be most advantageous to the Government based on price and past performance. The Government anticipates awarding asingle firm-fixed price contract to the Offeror who is determined to be thebest value. L2. Funding Information In accordance with FAR 36.204 and DFARS 236.204 the anticipated magnitude of this contract is between $100,000and $250,000. L5. General Instructions To assure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, self- sufficient, and respond directly to the requirements of this solicitation. L5.1. General Guidance This section provides general guidance for preparing quotes as well as specific instructions on the format and content of the quote. Offeror's are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those items identified as evaluation factors. Offeror's must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government's requirements, but rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and capabilities and will base the evaluations on the information presented in the offeror's quote. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired or required. The offeror's quotes shall be sectioned into THREE SEPARATE PARTS as listed in para L.5.2. L5.2. Format for Quote Parts I-III -Part I - Contract Documents and Pricing Information Documents shall contain the signed copy of all documents requiring signature of the Offeror. This includes any/all amendments to this solicitation. The offeror shall complete blocks 14, 15, 16,17, 18, 19, 30a, 30c and sign in 30b of the Standard Form 1442. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation and all amendments, with attachments. An authorized official of the firm shall sign the quote and all certifications requiring signature the solicitation once awarded constitutes the contract.
