GENERAL INFORMATION The City of Joliet along with the City of Crest Hill and the Villages of Channahon, Minooka, Romeoville, and Shorewood have agreed to work together to form the Grand Prairie Water Commission (GPWC) and construct a new regional water transmission system to supply treated Lake Michigan water purchased from the City of Chicago to their communities. The group of projects required to establish this new regional water system is referred to as the Alternative Water Source Program (AWSP). The City of Joliet has been designated by the six municipalities that are the future members of the GPWC to serve as the Program Manager responsible for directing efforts required to complete the AWSP. The City of Joliet is seeking the services of a Construction Manager At-Risk (CMAR) to perform preconstruction and construction services for the facilities known as the Chicago Connection Facilities. This Request for Qualifications provides an overview of the project, services requested by the CMAR, and the process and requirements for selection of the CMAR. The selection process will be a two-step process: The Request for Qualifications Phase and the Request for Proposals Phase. This RFQ phase requires submittal of Statements of Qualifications by interested firms and the selection of a short-list of qualified firms from the respondents to the RFQ. The RFQ phase will be followed by distribution of a Request for Proposals (RFP) to the short-listed firms and the preparation and submittal of detailed proposals by those firms. One firm may be selected from those who submit proposals. The City of Joliet, in its role as Program Manager of the AWSP on behalf of the GPWC, intends to pursue a contract with the selected firm for Preconstruction Services and subsequent preparation of a Guaranteed Maximum Price (GMP) for the construction work. The six municipalities comprising the future GPWC anticipate that prior to issuance of a notice-to-proceed for construction of the Chicago Connection Facilities and upon formation of the Commission, the GPWC will be formed and the CMAR contract will be assigned from the City of Joliet to the GPWC.
