Renovation of a playground / park / athletic field in Fife, Washington. Completed plans call for the renovation of a playground / park / athletic field.

This Agreement will be for a full service and shall include all design, labor, materials, equipment, delivery, haul-away, hoisting, unload, and distribution of all roofing materials, and incidentals required to completely construct and make fully operational the Scope of Work. 2. Tear off, haul away, and recycle (1) Layer of existing roofing, felt, and related construction waste. 3. Inspect roof deck for rot or damage and replace as needed. Plywood and dimensional lumber will be additional to the base bid via change order at bid rate. 4. Supply and install all new roofing materials according to manufacturer's installation specifications. 5. Installation of CertainTeed Winterguard Ice and Water roof underlayment to all critical areas and valleys. 6. Installation of CertainTeed Roof Runner synthetic roof underlayment complete. 7. Installation of CertainTeed Landmark AR laminated composition roofing system. 8. Installation of CertainTeed premium hip and ridge shingles (Color: Moire Black). 9. Install 26-gauge metal with a drip lip to meet current code to all perimeter rakes and eaves. 10. Install new 26-gauge metal flashings, (roof to wall, step flashings, etc as needed). 11. Install new pipe flashings to all plumbing vent stacks/boots. 12. Replace all existing roof vents with new vents. Venting shall meet minimum required per current code. 13. Supply and install new fixed glass, curb mounted, double glazed, Low E skylights at all locations (qty: 5) 14. Skylights: (5) install new base flashings. 15. Remove all gutters and downspouts and replace with new galvanized 5" 24 gauge (or thicker) commercial gutters and downspouts (of at least the same size and color). 16. Gutters shall be continuous and support straps must be placed no more than every 34 inches. 17. Install roof anchors with a minimum 310 lb weight capacity intended for inclined roofs per ANSI/ASSE Z 359.1 18. Roofing and installation shall meet the American Society of Civil Engineers -7 requirements and support a wind speed of at least 78 mph with a 3-second gust. 19. Paint facia and soffits that have been replaced with same color. 20. Clean up daily, and upon completion. 21. Include a 40yr Manufacturer's Warranty including 5-star upgrade with 25-year workmanship warranty. 22. Arrange and pay for product delivery to site. Coordinate delivery schedule with City staff. On delivery, inspect products with City staff. 23. Provide for protection and security of stored and installed materials. Limit use of site and premises for storage and work required to complete the Scope of Work. 24. Coordinate project close-out with City staff, clean surfaces exposed to view; remove temporary labels, stains and foreign substances, polish transparent and glossy surfaces. Remove waste and surplus materials, rubbish, and construction facilities from the site. 25. Follow all safety codes and all minimum required building codes. This work includes furnishing the necessary materials and labor as described in the attached specifications. Improvements to be included within this Project are as follows: Tear off, haul away and recycle or dump at an approved dump existing roofing, replace rotten or damaged plywood as needed, replace roofing and skylights. A more detailed scope of work can be found in the bid packet. The City invites interested firms to bid on this project. Permits are required for this project, but all permit fees will be waived. Bids must be submitted in a sealed envelope with the outside clearly marked "sealed bid" with the bid opening date and time, and the project name as it appears in this invitation along with the name and address of the bidder. Bids shall be addressed to the City Clerk, City of Fife - 5411 23rd Street, Fife, WA 98424. The City of Fife reserves the right to reject any or all bids and to waive irregularities in the bid or in the bidding. No Bidder may withdraw their proposal after 1:00 p.m., on April 25, 2023, or before award of contract, unless said award is delayed for a period exceeding sixty (60) days. A 2021 inspection report noted that the roof surface appeared to be nearing its service life and needed to be replaced soon. Many composition shingles are cracked, damaged, worn and/or scuffed. Water leaking or staining was found behind some gutters. All bids shall be submitted on the prescribed Proposal Forms and in the manner as stated in this invitation and in the bid document. The City of Fife reserves the right to waive minor irregularities in bids received, reject any non-responsive bid, or reject all bids if they exceed available funds. The award of the contract will be based on the lowest responsible bidder that conforms to all specifications and warranty information. The sums shown on the bid shall include all labor, material, equipment, overhead, shipping and handling required to complete all of the work.
