proposals from synthetic turf playground surface manufacturers to develop a five-year replacement program for
22 existing playground sites within the Lee's Summit parks system. The selected respondent would be the sole
product supplier during this time.
Schedule and park locations for playground surface replacement will be determined on an annual basis and are
subject to change based on Lee's Summit Parks and Recreation Board final budget approval. LSPR is seeking
proposals from respondents with a strong background in product durability, safety, customer service, quality and
efficiency of product installation, appearance, and performance. Respondents should propose product(s) and
product installation specifications that meet or exceed the following IPEMA, ADA, and ASTM guidelines:
o ASTM F1292 Impact Attenuation for Playground Surfacing
o ASTM F1591 Playground Surface Accessibility
o A minimum 10-year warranty by the manufacturer against defects in materials and workmanship. Defects
shall include, but not be limited to ultraviolet ray fading, degradation, or excessive wear of fiber.
Warranty shall be for full replacement of any damaged product within the warranty period. Warranty
shall be comprehensive and sufficient to replace all turf if necessary. Warranty shall become effective
from the date of substantial completion.
o Anti-static and anti-microbial specification
o UV protected and/or stabilized
The work shall consist of furnishing all labor, materials, demolition, disposal, storage, delivery, equipment,
supplies, and accessories needed to complete the work as proposed by the respondent. Design responses should
take into consideration access, topography, existing utilities and other park features and landmarks.
Respondent shall submit one 12"x12" sample of recommended turf surface material, a 12"x12" sample of
underlayment pad, and a small sample of crumb rubber infill if specified.
Respondent shall submit specifications for the recommended product including but not limited to the following:
yarn thickness and composition, tensile strength, pile weight, product weight, primary backing weight and
composition, fabric width, tuft gauge, grab tear strength, tuft bind, infill composition, and maintenance frequency
and methods
Respondent shall provide installation details for recommended product
Respondent shall provide value-added incentives beyond any market pricing to include but not limited to
sponsorships, price lock, bulk purchasing discounts, cooperative purchasing, and maintenance service plans
