If any questions should arise as to the true meaning of any part of the plans, specifications of any part of the contract documents, the prospective bidder shall submit a written request (FAX acceptable) to the Engineer for an interpretation thereof. The interpretation thereof shall be made by addendum issued to each registered plan holder.PROJECT LOCATION The City of Spencer, Iowa, is located in northwest Iowa in Clay County, and is served by U.S. Highways No. 18. and No. 71 and the Canadian Pacific Railroad.
