Bidders are responsible for checking the site for any addenda to the ITB documents before submitting their bids to the site. Bids must contain: . A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). . Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. Question Deadline 05/22/2023 at 5:00 PM PT The estimated expenditure for this contract will be $800,000. SCOPE OF WORK A. Contractor to provide demolition of specifically identified fencing/gate sections at Westside Commons. Areas to be identified by Operations Supervisor and/or Venue Manager. B. Contractor shall provide all labor, materials, equipment, and supervision for project as required by the County. All work shall be performed as required by all applicable building codes. C. All workers shall hold valid Oregon professional licenses, if required, for work being performed. D. Contractor shall provide staff with adequate skills and experience to complete the job in an appropriate manner with proper workmanship. E. Permits: if the scope of work you are performing requires a permit, Contractor will apply for and obtain the appropriate permitting. Contractor will be reimbursed the cost of the permit with no mark-up unless your contract has mark-up terms already within the agreement. F. Owner Project Requirements: Contractor agrees to comply with all standards provided for in all design and construction documents. G. Washington County reserves the right to supply or specify materials, equipment, and subcontractors. The County also reserves the right to reject any materials determined to be unsatisfactory in quality, performance and/or content. H. The Contractor's basic responsibilities will be, but are not limited to, the following: 1. Provide all requested demolition and/or installation of fencing, as approved by the Venue Manager and/or Operations Supervisor. 2. Develop written project estimates (labor, material, and equipment costs) for review by the Venue Manager. 3. Provide a "menu" of potential project options and associated costs for various fencing components, including various height options and gate options. Provide written recommendations for these options if appropriate, that Venue Manager and/or Operations Supervisor can review. No revisions to project plan or schedule can commence or change without written approval by Venue Manager. 4. Develop a work plan and schedule for projects approved by the Venue Manager. 5. Develop projects related to current/future fencing upgrades on property and structure Scope- Westside Commons, formerly known as the Washington County Fair Complex, is requesting bids to remove and dispose of some existing perimeter fencing/gates and install replacement perimeter fencing/gates. The initial contract will be for a one (1) year period with an option to renew for an additional four (4), one (1) year extensions, not to exceed five years in total. A. Contractor to provide demolition of specifically identified fencing/gate sections at Westside Commons. Areas to be identified by Operations Supervisor and/or Venue Manager. B. Contractor shall provide all labor, materials, equipment, and supervision for project as required by the County. All work shall be performed as required by all applicable building codes. C. All workers shall be holders of valid Oregon licenses, if required, for work being performed. D. Contractor shall provide staff with adequate skills and experience to complete the job in an appropriate manner with proper workmanship. E. Permits: if the scope of work you are performing requires a permit, Contractor will apply for and obtain the appropriate permitting. Contractor will be reimbursed the cost of the permit with no mark-up unless your contract has mark-up terms already within the agreement. F. A bid bond, certified check, or cashier’s check in the amount of ten percent (10%) of the maximum amount allowable under the contract on the County’s Bid Guaranty Form may be required
