Introduction & Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by Consolidated Nuclear Security, LLC (CNS). CNS is seeking interested parties to contract for the Paving and Road Repair BOA. The BOA will be a multiyear agreement with base and optional periods of performance. Work will be performed on a Task Release basis. The BOA provides all technical specifications and shall be used by the BOA holder to establish pricing for individual Task Releases. General Scope Description: The Basic Order Agreement for Road Repair and Paving Services provides the technical specifications and shall be used by the Seller to establish the pricing for individual task orders. Task Release work may consist of, but not be limited to, the following work: Replacement of existing sidewalks. Construction of new and repair, removal, or replacement of existing roads and parking lots including sub-base preparation, installation of aggregate sub-base and installation of base material. Temporary and permanent roadway and parking lot markings, including striping and signage according to the Federal Highway Administration (FHA) Manual of Uniform Traffic Control Devices (MUTCD) and TDOT Standard Drawings. Raising or lowering existing roadway and parking lot structures such as manholes, utility valve boxes, and storm drain drop inlets to new elevations. In accordance with industry standard practices for maintenance activities (i.e., Manhole and valve box risers). Remove and replace existing and install new asphalt and concrete curbing, as well as parking lot and roadway lighting. Recycle and manage used pavement millings as requested by Company. Repair, removal or replacement of guardrail or fencing. Installation of concrete handicap ramps and sidewalks. Grading of drainage ditches, installation of rip-rap, installation of HDPE or metal or concrete culverts, miscellaneous seeding and slope stabilization, erosion and sediment control measures, and other site work as required. Remove and replace existing and install new topsoil materials and seed. Temporary traffic control plans per FHA MUTCD for approval by the Traffic Safety Committee prior to mobilization and during work as needed. Removing, replacing and installing temporary and permanent traffic barriers and traffic control devices including speed bumps and parking blocks in compliance with FHA MUTCD. Field and laboratory testing services for quality control of activities covered under the BOA. Documentation and submittals as required by each Task Release, including as-built or as constructed Information such as red-line marked drawings. Bridge repairs and maintenance per bridge inspection reports.
