Site work, paving and new construction of a mixed-use development in San Felipe, Texas. Completed plans call for the construction of a municipal facility; for site work for a municipal facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; retail development; retail development; pre-engineered storage facility; and pre-engineered storage facility.

Pursuant to Texas Government Code 2254.004, the Texas Historical Commission (THC) is seeking expressions of interest and Statements of Qualifications from qualified individuals or firms to provide Design-Build services to design and construct a Maintenance, Archeology and Retail Complex at the San Felipe de Austin State Historic Site located in Austin County, Texas in accordance with the terms and conditions of this Request for Qualifications (RFQ). The Historic Sites Division of the Texas Historical Commission wishes to contract for Design-Build services with a qualified individual or firm for the design and construction of a Maintenance, Archeology and Retail Complex at the San Felipe de Austin State Historic Site. The site address is 202 2nd Street, San Felipe, Texas 77473. The project description and the drawings attached as Exhibit D to this RFQ shall comprise the Project Criteria Documents for the resultant Design-Build Contract. The Construction Cost Limitation for the project is $1,500,000. Commemorating the location where, in 1823, Stephen F. Austin established a headquarters for his colony in Mexican Texas, San Felipe de Austin State Historic Site shares the stories of early settlers in the region. Today, visitors can walk in the footsteps of these early pioneers at what was the social, economic, and political center of American immigration to Texas before independence. San Felipe de Austin didn't survive the war for Texas independence - it was burned by its own residents as they evacuated during the Runaway Scrape of 1836. The site consists of a museum, numerous reconstructed log buildings, and a memorial to Stephen F. Austin. The proposed project will include the construction of three new buildings along with associated utilities, roads and parking. These structures will expand the capacity of the site to conduct maintenance, administer the system-wide retail program, and catalog and curate artifacts that are recovered during ongoing archeological investigations. The THC staff headquartered in Austin has worked with the site staff headquartered at the San Felipe de Austin State Historic Site to define at a schematic level the desired characteristics of the project - location, building type, approximate square footage, adjacencies, staff and visitor flow, parking and delivery configuration, etc. This information is reflected in the conceptual drawings included in this RFQ as Exhibit D. The descriptions below help to further clarify the design intent. However, it is expected that the design phase of this project conducted by the selected Design/Build Contractor will result in changes to these designs to improve function or aesthetics, meet building codes, address budget and constructability issues, etc. It will be the responsibility of the selected firm to conduct the necessary code research to ensure that all structures meet applicable codes in every respect, and that required safety systems are properly installed, inspected, and certified. Maintenance Building - This will be a pre-engineered metal building enclosing approximately 2,000 square feet, along with a 1,500 square foot attached open carport. The main volume of the building will house a small workshop space and a storage room. The area above these two rooms will be a storage mezzanine and should be structured as such. The interior walls will be finished with 3/4 " exterior grade plywood from the floor up to 8 feet to allow attachment of shelving units, hooks, etc. The building will require electricity, data, phone, and domestic water, but no sewer. This building will be insulated (walls and roof) and will be ventilated with through-wall fans but not otherwise conditioned. Hose bibbs will be located on exterior walls for maintenance use. Interior lighting will be provided by LED fixtures. Archeology Building - This will be a pre-engineered metal building enclosing approximately 3,000 square feet. It will contain a public lobby, restrooms with showers, an artifact processing lab, a collections storage vault, two lodging rooms with full bathrooms, and various support spaces and circulation areas. Interior finishes will be typical of an office building - painted gypboard walls, suspended acoustical ceilings, polished concrete floors, wood doors in hollow metal frames, exterior aluminum storefront systems, etc. The building will require electricity, data, phone, domestic water, and a septic system. The majority of the building will be conventionally insulated for human comfort, but the collections storage vault will require high R-value insulation and enhanced air and vapor sealing. Likewise, the majority of the building will be conditioned for human comfort, but the collections storage vault will require specialized HVAC that maintains a narrow range of temperature and relative humidity. Interior lighting will be provided by LED fixtures. Retail Building - This building is conceived to be a prefabricated modular building of approximately 1,500 square feet (24' x 64') that would be delivered to the site and placed on an appropriate foundation/anchorage. Once placed, a steel or aluminum ramp and landing system will be installed to provide disabled access. The building will include offices, storage space, and employee restrooms. The building will require electricity, data, phone, domestic water, and a septic system. The site work includes: . Concrete roads and driveways to serve the new structures. The combination of roads and drives must provide fire truck access as required by the State Fire Marshal's Office. . Underground utilities as needed including, but not limited to, septic systems, electrical distribution from transformer to buildings, and domestic water supply to buildings. . Dumpster pad with enclosure . RV pads with electrical connections . A dump station for RVs . This package must be submitted with your proposal, or the proposal will be disqualified. THC will offer a pre-submittal review of HSPs. Please see the Schedule of Events for submittal date for this review. Upon submittal of response, all HSPs will be reviewed for responsiveness. THC's HUB Coordinator is Michael Gibbons and can be reached at michael.gibbons@thc.texas.gov or 512.936.4198. b) Each Respondent must document a Good Faith Effort to meet the agency's HUB goals for this solicitation by completing one of the following for the planned subcontracting needs: A) Using strictly HUBs for all subcontracting needs, B) Meeting stated agency goal for HUB subcontracted needs using both HUB and Non-HUB respondents, C) Performing "Traditional Good Faith Effort" of notifying two minority/women trade organizations and soliciting bids from three HUBs for each subcontracting opportunity, and allowing seven business days for response, or D) Electing to self-perform the Contract (performing all work with own materials and labor) . Late responses will not be accepted.
