UPDATE: Neuse River Park Project is in City of Raleigh capital budget fy 2025 CIP _________________________________________________________________ https://go.boarddocs.com/b7bd4704-d20c-4974-a1bd-dc73128ce615 The Neuse River Park Master Plan primarily focuses on 80 acres of under-developed, City-owned land just downstream of Falls Dam, with approximately 3,000 feet of shoreline along the Neuse River. The City of Raleigh also manages an adjacent 9 acres of land that is leased from the United States Army Corps of Engineers (USACE). The site currently features a parking lot, canoe launch, and one of the most heavily trafficked trailheads of the Neuse River Greenway Trail. It is a popular destination for paddling, angling, river wading, hiking, and greenway users. The master planning process followed the City of Raleigh Public Participation Playbook and the Public Participation Policy for Park Planning. It included a 16-person Community Advisory Group, three public meetings, multiple online engagement opportunities, and review by the Parks Committee before being approved by the Parks, Recreation, and Greenway Advisory Board. Funding has been allocated for community engagement, Master Plan development, design, and construction of Neuse River Park through the 2022 Parks Bond Referendum. Recommendations for park development – illustrated by the master plan and report – reflect a thorough understanding of the property’s attributes and capacity for development, a community-based collaborative planning approach, and a creative pursuit of design solutions. This park is an 84-acre site located at 12098 Old Falls of Neuse Road and it's adjacent to the Neuse River Greenway and Falls Dam Blueway Access. Based on community input, the city of Raleigh is now working on formal plans to complete this new $11,430,000 project, which is expected to be complete in 2029. The community's feedback outlined what was important to the community. The lead option based on community input included adding whitewater elements to the park. Other favorable options included a quick access route for bikes to the greenway trail, play spaces and a lawn and pavilion, a dog park, fitness area, beginner mountain biking and more. The next step is for the City of Raleigh to develop a master plan based on these community priorities. _____________________________________________________________________________________________________________________________________________________________ Community engagement and master plan development. Implementation of the future master plan will be based on community priorities for this natural resource-based outdoor recreation park. As of April 4, 2023, this project is in the conceptual phase and pending funding. An engineer has not been selected. It is anticipated bidding will not commence in FY 2024.
