Site work and paving for a mixed-use development in Blackstone, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at online. Tutorials and instructions on how to complete the electronic bid documents are available online (click on the "Tutorial" tab at the bottom footer) The work under this contract consists of furnishing all necessary labor, materials, equipment, and services to implement specific items of work including hot mix asphalt paving; milling, reclamation and pulverization; sand and chip seal; full depth construction and/or reconstruction; new curb and sidewalk construction and/or reconstruction and incidental work as described herein. The contract will be awarded to the bidder deemed by the Town to be the lowest responsible and eligible bidder for each Group (1 thru 6) respectively. Selection of the successful bidder will be based upon bidder qualifications, including evidence of past performance on similar projects and bid price. The contract award is subject to availability of funding. All bid unit prices will be held at the price submitted on the bid forms until April 19, 2024. This contract may be extended for as much as 2 years, if mutually agreed upon by the Town and the low bidder for a specific item or Group. The successful bidder for each Group will be required to furnish a Performance Bond and a Labor and Materials Bond, each of which shall be in the amount equal to fifty percent (50%) for all work ordered. The successful bidder for each Group must be able to provide insurance certificates indicating coverage with general liability limits of $2,000,000 and automobile limits of $1,000,000 for each occurrence and aggregate and mandatory workers compensation insurance with a $500,000 limit of employers' liability and be prepared to agree to indemnity prior to award of work. All bids for this project are subject to applicable public bidding laws of Massachusetts, including, but not limited to G.L. c.30, 39M and advertised in COMMBUYS and Central Register. All labor performing work under this contract must be paid in accordance with the Commonwealth of Massachusetts approved wage rates. Certified payrolls must be provided to the Town for all work performed. The Town reserves the right to reject any bid which, in its judgement, fails to meet the requirements of this Advertisement for Bids or which is incomplete, conditional, or obscure, or which contains additions or irregularities, or in which errors occur in addition to the foregoing. The Town also reserves the right to reject any and all proposals if it deems such rejection(s) to be in the best interest of the Town. The Town further reserves the right to waive any minor discrepancies or informalities, to permit a bidder to clarify discrepancies or to conduct discussions with all qualified bidders in any manner necessary to serve the best interest of the Town. Any fees or other expenses of the bidders associated with this Advertisement for Bid process are solely the responsibility of the bidder. Any bid submitted will be binding for sixty (60) days after the time of bid opening. In accordance with Section 34 of Chapter 90, prospective bidders must be prequalified in accordance with 720 CMR 5.00, "Prequalification of Contractors," through the Prequalification Department of the Massachusetts Department of Transportation (MassDOT), 10 Park Plaza, Boston, Massachusetts. Only bidders listed in the official or waiver contractor lists issued by the MassDOT Prequalification Department for Highway-Construction will be allowed to submit a bid for this project. Otherwise, the deposit shall become the property of the Town. Additional sets may be purchased for $50 each. Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40 per set for UPS Ground (or $65 per set for UPS overnight), payable to cover mail handling costs. Any change to the bid opening date/time will be issued as an Addendum thru the webpage referenced herein.
