Howard County, Maryland, (the "County"), seeks a biosolids management firm (the "Contractor"), to accept, transport, and distribute biosolids from the Little Patuxent Water Reclamation Plant (LPWRP), for beneficial uses or further offsite processing, preferably in Maryland, or disposal as a last resort, in accordance with regulatory standards. HoCo Bio is an Exceptional Quality (EQ) dried biosolids product offered for sale and/or distribution by the County. This Invitation for Bids (IFB) is for the management of HoCo Bio not distributed through direct sales, and for backup disposition of other potential residuals generated at LPWRP with a County-preferred disposition method (see Table-1). Management methods, in order of County preference are used in routine land application programs (Items 1, 2, & 3), further offsite processing (all items), and landfill disposal back-up (all items, emergency basis only).
