Presolicitation Notice Page 4 of 4 Presolicitation Notice Page 1 of 4 DESCRIPTION INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Training and Admin Space Construction Project at the Jack C. Montgomery VA Medical Center (VAMC) located in Muskogee, Oklahoma. PROJECT DESCRIPTION: The Muskogee VAMC is seeking a general contractor to : Provide all required labor, material, equipment, site investigation, and phasing to perform renovation as called out in contract documents, design drawings and specifications for the EHRM Admin. And Training Spaces project. Renovation includes mechanical work, specifically two areas with HVAC replacement. The renovation includes 10 rooms which are to be remodeled for use for EHRM training classrooms. The design and required renovation for each room is contained with the design drawings, schedules, and specifications. Firms shall be properly licensed and bonded to perform general contracting work in the State of Oklahoma or have equivalent licensing and be approved for such work by the Veteran s Administration. Project includes compliance with hospital rules including general hospital, construction, safety, ICRA, traffic, and park ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in July of 2023. The period of performance is approximately 270 calendar days from the issuance of the Notice to Proceed.
