This Request for Quotations ("RFQ") is an invitation by Halifax Regional Municipality ("HRM") to prospective bidders to submit bids for the provision of Guiderail Maintenance and Installation - Various Locations, as further described in the RFQ Deliverables set out in Appendix A. Bids must be submitted as set out above on or before the Submission Deadline. Bids submitted after the Submission Deadline will be rejected. HRM's time clock will be assumed to be correct. Bidders and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials or other representatives of HRM, other than the HRM Contact or their designates, concerning matters regarding this RFQ. Failure to adhere to this rule may result in the disqualification of the bidder and the rejection of the bidder's bid. If awarded a contract by HRM, the successful bidder will be required to provide the Deliverables to HRM in accordance with the Form of Agreement and/or Contract Terms and Conditions, referenced in Appendix B. Each bid MUST include: (a) A fully completed and signed Bid Submission Form (Appendix C) (b) Detailed bid sheet/breakout pricing (c) Bid security (if applicable) (d) A safety certificate issued by an occupational health and safety organization approved by the Workers' Compensation Board, or a valid letter of good standing from an occupational health and safety organization approved by the WCB (if applicable - Construction and Construction Trades only) (e) All additional information or documentation specifically requested in the RFQ. Bids must be submitted as set out above on or before the Submission Deadline. Bids submitted after the Submission Deadline will be rejected. HRM's time clock will be assumed to be correct. Bidders may withdraw their bids prior to the Submission Deadline. To withdraw a bid, a notice of withdrawal must be sent to the HRM Contact's email prior to the Submission Deadline by an authorized representative of the bidder. HRM is under no obligation to return withdrawn bids.
