The proposed project will repair damaged guardrails at various locations of Napa County. The Project shall include but not be limited to all labor and materials for the following safety enhancement components for Napa County: guardrails, delineators, installation of new wood posts and wood blocks for guardrail, new terminal end treatments, and new guardrail beams. The locations are listed in the plans and specifications. Pursuant to 1771.1 of the Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The Contactor and Sub-Contractor shall be registered with the State of California Department of Industrial Relations (Public Works Contractor (PWC) Registration) at the time of bid opening. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. Each bidder must be licensed as required by law. There will be no pre-bid site visit. Contractors shall view locations on their own.
