Summary Details BCTS BC Bid Solicitation Standard BC Timber Sales (BCTS) manages about 20 percent of the province's allowable annual cut for Crown/public timber, generating economic prosperity for British Columbians through the safe, sustainable development and auction of public timber. Data from our operations are used to help determine the market value of the timber harvested from public land and ensures British Columbians receive fair value from their timber resources. BCTS supports government's commitment to true, lasting reconciliation with Indigenous peoples in British Columbia; this includes the implementation of the Declaration on the Rights of Indigenous Peoples Act (Declaration Act) and the Calls to Action of the Truth and Reconciliation Commission (CTA). In addition to auctioning timber sales licences, BCTS builds and maintains Forest Service Roads and reforests harvested areas. Our activities generate economic prosperity for all British Columbians and directly contribute over $150 million to rural economies each year. The Works in this contract are for road repair services on BCTS Forest Service Roads in the Chilliwack and Sea to Sky Forest Districts on as and when needed basis. Locations of work projects and timing to be established by the Ministry and will be based on District priorities. For the purpose of this contract, all pertinent costs will be calculated from the marshalling point identified as the BC Timber Sales Chilliwack Office. The Works will include but are not limited to: o Full Road Construction and repair; o Culvert installation, repair and replacement; catchment basin area clean-up of, inlet and/or outlet armoring; o Ditch line construction, cleanup and re-establishment; o Brush removal and disposal; o Road running surface maintenance: spot surfacing, crowning, re-shape/subgrade road running surface; o End haul of gravel, rock, fill or waste materials; o Construction of water bars, cross ditches, swales and fords; o Emergency road repairs: slide clean-up, road prism reconstruction as a result of road washouts; o Road reactivation and deactivation in some areas where old brushed-in roads are present. Works may include culvert removal, water-bar and cross ditch installation, and different levels of pullback to ensure stability of the road prism. o Minor bridge repairs; o Bridge and gate install/removal; o Danger tree removal; o Pickup and delivery of materials supplied by the Ministry from the Chilliwack District warehouse yard to and from the worksites; See the Schedule A Services for specific works required. Deadline for receiving questions is 11:00 am on April 26, 2023. If questions are received, a Question & Answer document will be posted to BC Bid by April 27, 2023. Tender submissions must be submitted in accordance with the terms and conditions specified in the tender package. The lowest priced or any tender will not necessarily be accepted. Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022. Supervisors and workers will need to be familiar with these changes prior to commencement of operations.
