The Idaho Water Resource Board (IWRB) is requesting that qualified and experienced contractors submit a Statement of Qualifications (SOQ) for the Priest Lake Outlet Dam Improvements Project (Project). Respondents meeting the IWRB's qualification requirements will be allowed to participate in bidding for the Project. RFQ information and specifications may be obtained at electronically. This RFQ does not commit the IWRB to enter a contract or pay any costs incurred in preparing the SOQ. SOQs must be submitted with the required forms provided in the RFQ solicitation. The original project included addition of steel extensions and stiffeners to the Dam's Tainter gates, replacement of the Tainter gates' rubber J-Seals, installation of three vibrating wire piezometers, a 15-foot extension of the concrete apron below the Dam, placement of armor and bedding stone above and below the Dam, repairs to damaged concrete piers, renovation and repair of steel handrails, and renovation of the access road. The previous contractor completed the addition of the steel extensions, completed a portion of the concrete apron, installed two vibrating wire piezometers, placed a portion of the armor and bedding stone, and completed a portion of the access road. The current project will require the following work: o Inspection of the steel extensions on the Dam's Tainter Gates and, where necessary, renovation and repair. o Replacement of all Tainter Gates' rubber J-Seals. o Completion of the 15-foot concrete apron extension. o Placement of the remaining armor and bedding stone below the Dam. o Repair of damaged concrete to existing Pier 6. o Renovation and repair of existing handrails. o Inspection of the soil beneath the existing and new concrete Dam aprons and, where necessary, fill voids. o Completion of gravel access road improvements. o Installation of vibrating wire piezometer and ancillary facilities. o Additional ancillary work according to Contract Documents. To perform the Project work, it will be necessary for the contractor to design, construct, and operate a temporary combined bypass, cofferdam, and dewatering system that will allow for inspection and repair of voids beneath the apron near the middle of the dam, place geotextile, bedding stone and armor stone, and to place concrete to complete the 15- foot apron extension. The following preliminary Project documents, which will be finalized for the ITB, are included with this RFQ as a reference for Respondents and to help Respondents understand the project and expectations of the successful bidder.
