You are invited to review and respond to this Request for Qualifications (RFQ), entitled "BKK Class III Landfill Gas Probe Assessment and Installation, DRR22035". In submitting your Statement of Qualifications package, you must comply with the instructions herein. Note that all agreements entered into with the State of California will include by reference General Terms and Conditions, Special Terms and Conditions and Contractor Certification Clauses which are referenced in Section II of this package. CalRecycle's mission is to protect California's environment and climate for the health and prosperity of future generations through the reduction, reuse and recycling of California resources, environmental education, disaster recovery and the transition from a disposable to a fully circular economy. "Firm" as used herein refers to the party submitting a Statement of Qualifications. "Contractor" as used herein refers to the firm awarded the Contract resulting from the Request for Qualifications. Service Needed CalRecycle seeks to hire an engineering and environmental consulting firm to provide assistance with inspecting, assessing, making recommendations, and potentially replacing portions of an existing landfill gas (LFG) multi-level monitoring probe (probe cluster) system consisting of approximately thirty (30) wells with multiple monitoring probes in each well, at the BKK Sanitary Class III Landfill (landfill) located in West Covina, California. The landfill accepted municipal solid waste from 1963 to 1996. In 1997, the BKK Corporation (BKK) submitted its Final Postclosure Maintenance Plan (Plan) to CalRecycle's predecessor agency. The Plan committed to regular maintenance and monitoring of the landfill, including operating and maintaining the control systems that prevent the release of explosive methane gas and/or leachate generated by the landfill; monitoring of landfill gas and ground water monitoring wells; and maintaining the final cover. The landfill ceased accepting waste and was closed in 2009. Deferred maintenance and replacement of the landfill gas monitoring system was not included in the post-closure maintenance cost estimates prepared for the landfill. For a complete description of the services needed during the term of the Agreement, refer to the Scope of Work (SOW) in the Sample Standard Agreement in this document. This contract will ultimately encumber funding from Fiscal Year(s) 2022/2023 and is subject to the passage of the respective Budget Acts and approval by CalRecycle. Right to Amend CalRecycle reserves the right to amend the Agreement for additional time as required for completion of work, or to increase funding, in accordance with Exhibit B, Budget Detail and Payment Provisions of the resulting Agreement. Payment Withhold The provisions for payment under this contract will be subject to a ten percent (10%) withhold per task and/or deliverable. The withheld payment amount will be included in the final payment to the Contractor and will only be released when all required work has been completed to the satisfaction of CalRecycle. Liquidated Damages The Contractor shall be subject to liquidated damages as set forth in the Liquidation provision contained in the Special Terms and Conditions, see Section II, Commitment, to link to the Special Terms and Conditions. Contract Term The term of this Contract will span approximately 18 months and is expected to begin in May of 2023. The method of contractor selection has not been determined at this time.
