Site work and paving for a sidewalk / parking lot in Selma, California. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

This project consists of construction within the City right of way, as follows: Removal of trees, removal and replacement of concrete sidewalk, curb ramps, alley approaches, brick pavement, and curb and gutter,The work includes all necessary clearing, grubbing, removals, excavation, grading, subgrade preparation, preservation, maintenance and/or restoration of all existing facilities, signs, structures, etc., which are to remain in service; matching and meeting of existing grades; miscellaneous concrete work and utility box/manhole adjustment, and all incidental work related to the project. Questions concerning this project Should be directed to: City of Selma Public Works Department Phone No. (559) 891-2215 Planholder names may be obtained only from the office of the City Engineer, beginning six working days prior to the date of bid opening. Inquiries regarding this project should be directed to the office of the City Engineer, (559) 244- 3123. Oral explanations or interpretations of the Plans and Specifications are not binding. Any explanation, interpretation or clarification of Plans and Specifications will be in the form of a written addendum to the Plans and Specifications issued to plan holders of record. Bids shall be submitted in a sealed envelope addressed to the City of Selma and labeled with the name of the bidder, the name of the project and the statement "DO NOT OPEN UNTIL THE TIME OF BID OPENING." All proposals must be made on the Bid Proposal Form provided and shall be accompanied by a certified or cashier's check or proposal guarantee bond in an amount not less than ten per cent (10%) of the amount of the proposal as guarantee that the Bidder will execute the Contract, if it is awarded to him, in conformance with the proposal. The successful Bidder will be required to furnish a bond for faithful performance and a payment bond. Each bond shall be in an amount equal to one hundred per cent (100%) of the Contract price. Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Selma. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance and that the City of Selma will not accept a surety company with a Best's rating less than B-. Bidders shall comply with Executive Order No 11246 and with all other applicable requirements of HUD, including but not limited to payment of prevailing wage rates and affirmative action requirements for equal opportunity employment. No contract will be awarded to a Contractor who has not been licensed in accordance with the provisions of the Contractors State License Law, California Business and Professions Code, Division 5, Chapter 9, as amended, or whose bid is not on the proposal form included in the contract document. A valid California Contractor's License, Class A is required for this project. All pages of the Preliminary (Anticipated) Statement of Work Force Needs form, contained in the project specifications, are required to be completed and submitted prior to award. All pages of the Final (Completion) Statement of Work Force Needs form are required to be completed and submitted upon completion of construction. The City of Selma hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to advertisement, Disadvantaged Business Enterprise, Minority Business Enterprise, and Woman-Owned Business Enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the basis of race, color, religious creed, sex or national origin in consideration for an award. A listing of eligible disadvantaged, minority and women's business enterprises is available from the office of Public Works upon request at no charge to plan holders. In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages and employer payments for health and welfare, pension, vacation, travel time and subsistence pay as provided for in Section 1773.8 apprenticeships or other training programs authorized by Section 3093 and similar purposes applicable to the work to be done. Said wages are on file with the Public Works Department of the City of Selma and are incorporated herein by reference. Minimum wage rates for this project, as predetermined by the Secretary of Labor, are set forth in the Bid Conditions. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and Subcontractors shall not pay less than the higher of the wage rates. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. The work to be performed on this project will be financed in part or in whole under a program providing direct financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program and, as such, is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 170lu. Section 3 requires that, to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area and that Contracts for the work in connection with the project will be awarded to business concerns which are located in, or owned in substantial part by persons residing in the area of the project. Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the Contract Documents. In accordance with the Government Code, any sums retained by the City under the terms of the agreement may, at the request and expense of the Contractor, be released provided he substitutes securities equivalent in the amount and in the form and manner required, subject to the conditions provided in Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the California Government Code. Escrow instructions, as established by the City, are available on request and must be used for the purposes of said Section 4590. The City Council reserves the right to reject any and all bids and to determine which proposal is, in the judgment of the City, the lowest bid of a responsive, responsible bidder or group of bidders and which proposal would be accepted in the best interest of the City. The City also reserves the right to waive any informalities in any proposal or bid. Proposals received after the time announced for the opening will not be considered. No bidder may withdraw his bid after the time announced for the bid opening or before the award and execution of the Contract unless the award is delayed for a period exceeding thirty (30) calendar days.
