The project is expected to be awarded June 5.** Pursuant to statute and to the authorization approved by the City of Simi Valley, California, and on file in the office of the City Clerk of said City, NOTICE IS HEREBY GIVEN that sealed bids for FY 2023-24 Annual Major Streets Rehabilitation Program: Alamo Street (Sequoia Avenue To Lemon Drive), CP60000018, Specification No. SV 23-05. No contractor or subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015, unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5, or unless the contractor or subcontractor qualifies for an exception from this requirement, for bid purposes only, as set forth in Labor Code section 1771.1(a). If contractor or subcontractor believes that such an exception in 1771.1(a) applies, it must provide the applicable exception(s) in its bid proposal. Even those contractors or subcontractors who qualify for an exception under 1771.1(a) must be registered with DIR at the time of award, if such award is made on or after April 1,2015. No contractor or subcontractor may be awarded a contract for public work on a public works project awarded on or after April 1, 2015 unless registered with DIR pursuant to Labor Code section 1725.5, unless the small project exemption applies. The Major Streets Rehabilitation Program (Program) will consist of: 1) 86,697 S.F. of asphalt pavement cold milling; 2) sawcut, removal, and reconstruction of 24 S.F. of sidewalk; 3) sawcut, removal, and reconstruction of 12 curb ramps; 4) 12 L.F. of concrete sidewalk grinding; 5) placement of 1,355 tons of asphalt rubber hot mix overlay; 6) placement of 309 tons of asphalt base course; 7) removal, replacement, and disposal of 3 water valve boxes; 8) removal, disposal, and replacement of 4 sewer manholes frames, rings and covers; 9) traffic signing and pavement delineation; 10) construction surveying; and 11) all appurtenant work. The expected completion time of the Program is 30 consecutive working days after receipt of the Notice to Proceed. No contractor or subcontractor may be awarded a contract for public work on a public works project awarded on or after April 1, 2015 unless registered with DIR pursuant to Labor Code section 1725.5, unless the small project exemption applies. No contractor or subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015, unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5, or unless the contractor or subcontractor qualifies for an exception from this requirement, for bid purposes only, as set forth in Labor Code section 1771.1(a). If contractor or subcontractor believes that such an exception in 1771.1(a) applies, it must provide the applicable exception(s) in its bid proposal. Even those contractors or subcontractors who qualify for an exception under 1771.1(a) must be registered with DIR at the time of award, if such award is made on or after April 1,2015. The Proposal shall be submitted and the work shall be performed by a State of California Class A licensed contractor in strict conformance with Specification No. SV 23-05, and now on file in the City's Department of Public Works and the Office of the City Clerk. All questions concerning the bid document should be directed to the Associate Engineer/Capital Projects, Department of Public Works, at (805) 583-6876. The City reserves the right to determine and waive nonsubstantial irregularities in any proposal, to reject any or all proposals, to reject one part of a proposal and accept the other. The bid shall be balanced so that each bid item is priced to carry its share of the cost of the work and also its share of the contractor's overhead and profit. The City reserves the right to delete any bid item to the extent that the bid is qualified by specific limitation. An unbalanced bid shall be considered as grounds for rejecting the entire bid. The City further reserves the right to make award to the lowest responsive and responsible bidder as the interest of the City may require.
