The landfill is requesting proposals for a Landfill Gas to Energy contractor to enter into an agreement with the County to provide design, construction, equipment, and services necessary to utilize the landfill gas for conversion to an energy source for public market as described within the Request for Proposal documents. The project will be conducted under the build-operate transfer statues of Indiana Code 5-23 et seq. Request for proposal documents are on file at the Elkhart County Landfill, 59530 County Road 7 South, Elkhart, Indiana 46517, and are available electronically by contacting the Elkhart County Landfill as noted below. Any and all inquiries concerning this project and requests to participate virtually in the preproposal meeting must be directed in writing to Elkhart County Landfill via email to the following: jbowers@elkhartcounty.com, with copy to jtubicsak@elkhartcounty.com and rvliek@ingenae.com at IngenAE, LLC Proposals shall be enclosed in a sealed envelope, bearing the title of the proposal and the name and address of the proposer. No proposals shall be withdrawn after the opening without consent of the Board of County Commissioners. Proposals shall be valid for one hundred-eighty days (180) days after opening. Negotiations may occur in order to enter into a contract, subject to approval by the Elkhart County Council, with the most responsive and responsible proposer. The Board of County Commissioners reserves the right to waive any irregularities and to reject any or all proposals.
