Site work, paving and outdoor lighting for a mixed-use development in Sacramento, California. Completed plans call for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; and for paving for a playground / park / athletic field.

The work to be performed under these Special Provisions consists of developing Matsui Park Hanami Line-Phase 2, located at 450 Jibboom Street, Sacramento. The improvements will consist of redevelopment 1.19 acres of grading, drainage system, erosion control, concrete walls, decorative railings, concrete stairs, asphalt paving, concrete walkways and mow strips, pavers, decorative pavement, decomposed granite paving, 16 ft. sq. shade shelters, 15 ft. umbrella shelters, boulders, cobble swale, irrigation system, landscape planting, turf sod, electrical, lighting, site furniture, custom park sign, donor wall, and sculpture footing. This project may be subject to the requirements of the City's Local Hire and Community Workforce Training Program and the City's Community Workforce Training Agreement (CWTA). A copy of the CWTA and a summary of its requirements (CWTA Summary) is provided in Exhibit D to this solicitation. By submitting a bid, the Contractor acknowledges that it has read and understands all the requirements, terms, and conditions of the CWTA and CWTA Summary, and has included all costs associated with compliance with the CWTA in its bid (if the CWTA is applicable). The CWTA is applicable if the total bid amount including alternates submitted by the Contractor or contractors awarded this project exceeds one million dollars ($1,000,000). If the CWTA applies, the Contractor and all listed subcontractors must execute Addendum A to the CWTA ("Agreement to be Bound") and provide an executed original to the City before the contract can be awarded. Each subcontractor for Work covered by the CWTA hired after the time of bid or after contract award must also execute Addendum A to the CWTA. No subcontractor may perform Work prior to executing Addendum A and providing the executed original to the City. Contractor must include the provisions of this section, as well as a copy of the CWTA and the CWTA Summary, in every subcontract for Work covered by the CWTA. By submitting a bid, Contractor represents that if the bid amount exceeds $1,000,000, the Contractor and all its subcontractors performing Work covered by the CWTA will execute the Agreement to be Bound if awarded the contract. The failure to sign and submit Addendum A by any subcontractor, shall be grounds for subcontractor substitution and/or for the City to withhold payment for the Work performed in the absence of the necessary Addendum A. The failure to satisfy any requirements of the CWTA, including the requirement submit an Addendum A and the requirement to demonstrate a good faith effort to meet the Local Hire and Priority Apprentice Goals, may result in a determination that the Contractor does not meet the City's minimum qualifications to bid on future projects for the City of Sacramento.
