A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: The City of Phoenix is seeking a qualified consultant team to provide construction administration and inspection services for the Sanitary Sewer Rehabilitation Program for the City of Phoenix sewer infrastructure. The projects are Citywide and with in the City of Phoenix right-of-way or easements. The estimated total construction cost for this project is $105 million. SECTION I - PROJECT DESCRIPTION This Program involves small diameter sanitary sewer rehabilitation, manhole rehabilitation/replacement, manhole coatings on Developer projects, and cured-in-place-pipe (CIPP) liner installation on Developer projects. Small diameter sanitary sewer rehabilitation consists of rehabilitating deteriorated or older sanitary sewers in the City of Phoenix wastewater collection system. Rehabilitation consists primarily of installing structural CIPP in existing sewers. Small diameter sewers are primarily vitrified clay pipe of 8-inches to 15- inches in diameter and make up over 4,200-miles of the 5,000-miles of the city's sewer lines. Manhole rehabilitation/replacement consists of repairing deteriorated surfaces and coating the manhole. More severe deterioration may require the installation of structural inserts. This Program also includes pipe point repairs, manhole adjustments, and the installation of new manholes for maintenance access. This Program will include managing up to five Job Order Contractors for pipe rehabilitation and up to five Job Order Contractors for manhole rehabilitation. In addition, it is anticipated there will be various Job Order Agreements (JOA) for the point repairs and manhole adjustments, and Low Bid Contracts for pipe rehabilitation. The Consultant will utilize Artificial Intelligence to assess older infrastructure and will oversee the process and implementation of this to the Program. The Consultant must have experience with GIS and Asset Management. The City of Phoenix has also added a GIS portal application to the Program that tracks construction progress and allows for asset spec data to be updated. The Consultant is expected to manage data input from staff and contractors. The expectation is for full time coverage on all Time and Materials JOAs. Extended services may be required and include services such as studies, design, creation of specifications, shop drawing review, and creation of details. See below for certification requirements. SECTION II - SCOPE OF WORK The scope for this project includes, but is not limited to: o Provide oversight of the project construction activities to ensure protection against defects and deficiencies in the work of contractors and their subcontractors. o Inspect the site through various stages of construction to inspect the quality of the executed work and to verify the work is in accordance with construction documents and specifications. o Confirm contractors' work progress and quantities of work completed are on schedule and meet standards. o Review contractor cost proposals, work submittals, shop drawings, RFIs, program/project change requests, payment applications, etc., as directed by the City. o Perform field inspections (visual, probe, and testing) where required for completed repairs and reject work not conforming to project documents and specifications. o Provide weekly field reports with associated photos/videos of observations and tests performed. o Evaluate CCTV documentation for rehabilitation performed on pipe segments. o Conduct project-related design and construction progress meetings. o Evaluate project as-builts, including documentation of the size, locations, and orientation of repairs, and facilitate the delivery of final record drawings to the City. o Collect and provide asset management documentation on all adjustments, replacements, and modifications to existing facilities. o Provide Survey Services for As-builts on infrastructure modifications. o Provide Artificial Intelligence for assessing older infrastructure on pipes and manholes. o Inspect and manage Developer driven manhole coatings and pipe liner installation in ductile iron pipe. o Provide yearly warranty inspections on asset rehabilitations. o Inspect large diameter manhole adjustments and raise to grades. o Track, compile, and categorize all project related documents, including inspection reports, progress photos, important project correspondence, meeting minutes, RFIs, Submittals, etc., on a Flash Drive, following completion of the project, and deliver to the City Project Manager. o Provide public outreach as needed. o Generate contract specifications and scope. o Provide pre and post digital scan of manhole rehabilitation. o Must have a certified NACE Level III inspector on staff. o Inspectors are required to be NASSCO (MACP and PACP), Trench Safety, and Confined Space Certified. o Review available documentation (including assessment reports, CCTV recordings, digital scans, asbuilts, other investigative data and/or reports) on pipe and manhole condition to identify viable rehabilitation alternatives. o Collaborate with the Contractor and determine the best engineering solutions for repair of sewer and manholes defects at each project location. o Assist the Contractor in obtaining permits and approvals for the work. o Address any sewer capacity reduction caused by proposed rehabilitation methods.
