When required on the cover sheet, a bid bond for not less than five (5) percent of the bid amount must accompany all bids as a guarantee that if the bid is accepted, the bidder will execute and file the proper contract. When required by the specifications herein, the awarded vendor shall furnish a performance and payment bond equal to the amount of the contract, acceptable to the City, within fourteen (14) calendar days after notification of contract award. Failure to furnish the required bond within the time specified may be cause for rejection of the bid and any bid deposit may be retained by the City as liquidated damages and not as a penalty. All questions regarding the bidder's preparation of his bid, pertaining to the drawings and specifications, shall be compiled in writing and e-mailed to Anne Wilkerson, (anne.wilkerson@rockfordil.gov) City of Rockford, Finance Department, at least 72 hours prior to bid time. The City of Rockford is seeking vendors to perform conduit installation services for a lighting project to be known as Mulford Village Lighting Project for the Public Works Traffic Signal and Lighting section. The work consists of the installation of one (1) inch HDPE conduit with mule tape along one (1) block of Garrett Lane, from Mulford Road to Executive Parkway, the full length of Executive Parkway from Garrett Lane to Mulford Village Drive, and also a portion of Mulford Village Drive B. The conduit shall be installed at a minimum depth of 24 inches, exceptions will be made for utility avoidance. Conduit is installed normally in the range of 24"- 36" deep per City of Rockford specifications. There may be instances that the conduit is installed at a greater depth or shallower depth due to utility avoidance but this should be kept to a minimum. C. The conduit is to have mule tape within the conduit for future use. D. The contractor is responsible for all Illinois J.UL.I.E. Locate requests and proper spotting of buried infrastructure. E. The conduit is to be installed within the following: - Twenty two (22) lightpole bases where conduit enters on one side and terminates - then begins again and exits the opposite side of the base. - Each end of the conduit must extend out of the top of the base around six (6) inches. - One (1) lighting cabinet base -One (1) traffic signal handhole - The estimated length of one (1) inch HDPE conduit needed for this installation is about 3,500 feet. However, the bidder should make their own measurements and calculations and bid based on their own judgement. F. All lightpole bases and the lighting cabinet base will be installed by the City of Rockford Lighting Department before the conduit installation is to begin. This will allow the contractors workers to know where the conduit is to be directed. G. The conduit will be installed within the ROW beginning at the traffic signal handhole on the southeast corner of the intersection of Garrett Lane and Mulford Rd. The installation will then proceed east along one (1) block of Garrett Lane from Mulford Road to Executive Parkway. The installation will then turn south on Executive Parkway, then from Garrett Lane south to Strathmoor Drive, with an offshoot of the conduit to be pushed east on Strathmoor Drive to the cul-de-sac of Strathmoor Drive, where there will be one (1) light pole base. The installation will then proceed south on Executive Parkway for the full length of Executive Parkway and also a portion of Mulford Village Drive to the end of the existing lighting circuit. H. See maps, hereto attached, for signal handhole location, lightpole locations, and lighting cabinet location.
