Oral and other interpretations personal communication with members of the Winchester City Commission regarding the bid prior to bid opening may result in rejection of the bid. The Contract for supply of a metal building structure (Salt Building) for the City of Winchester will be awarded on the basis of the lowest, responsive, responsible bid subject to the approval of the Winchester City Commission. The Winchester City Commission reserves the right to reject any or all bids or waive any informality in any bid. The City of Winchester reserves the right to accept or reject any or all bids and waive informalities in the bidding process, if in the best interest of the City of Winchester.
