The County is accepting sealed bids for Underdrain Installation and Repair (Y23-1021). The Estimated Cost for this project is $8,125,860.00. Respondents are required to submit responses electronically via the ProcureNow OpenGov e-Procurement Platform.Respondents shall not be permitted to hand-deliver, mail, telephone, fax or email offers. Responses received after the submission deadline and/or transmitted outside of the designated ProcureNow OpenGov e-Procurement Platform shall be rejected. The County is ONLY accepting electronic bid submissions using the ProcureNow OpenGov e-Procurement Platform. Respondents shall create a FREE account with ProcureNow OpenGov by signing up at https://secure.procurenow.com/signup. Once you have completed account registration, browse back to this page, click on "Submit Response", and follow the instructions to submit the electronic bid. The County shall not be responsible for delays caused by any occurrence, including the respondent's network delays, bandwidth issues, internet outages, or technical difficulties The question and answer module of ProcureNow OpenGov IS being utilized for this solicitation. Timely questions concerning this solicitation shall be submitted in accordance with the deadline for questions: The County shall be bound by information and statements only when such statements are written and executed under the authority of the Manager, Procurement Division. Answers for timely questions will be addressed in the ProcureNow OpenGov question and answer moduleor as an addenda to this solicitation depending on volume, participants are encouraged to subscribe as a follower and monitor all notifications. The Orange County Procurement Division operates under the leadership of Carrie Mathes, MPA, NIGP-CPP, CFCM, CPPO, CPPB as Procurement Division Manager and Chief Procurement Official in accordance with the Orange County Ordinance. Question Deadline 04/27/2023 at 5:00 PM ET Work under this contract will consist of the installation of new underdrains and replacement of nonfunctional underdrain systems, including removal and replacement of existing damaged curbs, sidewalks and driveway approaches, sprinkler system repairs, roadway base and asphalt restoration, construction of underdrain cleanouts, etc., as directed by the Manager of the Roads & Drainage Division or designee. There are no guarantees as to the quantities or frequency of items included in the contract. The Contractor shall provide all labor, materials and all incidentals needed to complete this project. Unit prices shall include all labor, materials, maintenance of traffic, erosion control, dewatering/water control, mobilization/demobilization, bonds, insurance (limit as required by Orange County) and any other incidentals needed to complete the work as specified. Any damage that occurs outside of the designated work area shall be restored by the Contractor at no cost to the County. 1. All work under this contract will be at the discretion of and under the supervision of the Manager or designee of the Orange County Roads & Drainage Division, 4200 South John Young Parkway, Orlando, Florida, 32839-9205. Note: Other Government entities and/or Orange County Department Divisions may choose to utilize this contract; the supervision of the work shall be the responsibility of the Manager or designee of that entity and/or Orange County Department Divisions. Orange County Roads & Drainage Division shall remain the prime entity in this contract and work for other entities and/or Orange County Department Divisions performed under this contract shall not interfere with the scheduling or completion of any Orange County Roads & Drainage Division project. Orange County Roads & Drainage Division shall not be responsible for or required to assist in any other user's project issues, Contractor performance issues, billing, etc. 2. All work in this contract will conform to the Florida Department of Transportation (F.D.O.T.) "Standard Specifications for Road and Bridge Construction", latest edition. It is the responsibility of the Contractor to obtain current copies of and to know, understand, and apply the F.D.O.T. Specifications. The County does not provide this information. 3. The Contractor shall coordinate all inspections with the County's Representative. The Contractor shall verify that all work scheduled to be verified is complete. The Contractor shall be responsible for the solution of any problems or discrepancies that may arise during the inspection process. 4. The Contractor shall institute a quality control plan for this contract which will be made available to the County for approval. The Contractor shall be responsible for and shall verify all quality control actions to the County's Representative as directed.
