Site work and paving for a mixed-use development in Havre, Montana. Completed plans call for site work for a water / sewer project; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The Work generally consists of furnishing and installing the following approximate quantities, which are separated into two (2) contracts: PIPELINE SYSTEM CONSTRUCTION: Construction of transmission pipeline consisting of the following approximate quantities: 3,500 feet of open-cut 16-inch pipeline; 10,500 feet of open-cut 24-inch pipeline, 100 feet of cased, bored 30-inch HDPE pipeline; 8 8-inch gate valves; 1 10-inch gate valve; 2 16-inch gate valves; 3 24-inch gate valve; 2 connections to existing systems; 2 flush hydrants and valves; 1 3-inch air/vacuum valves; flushing and testing; signage; gravel and asphalt restoration; curb and gutter, and seeding. Bidder and any of the Bidder's Subcontractors will be required to obtain registration with the Montana Department of Labor and Industry (DLI) prior to bidding on this project, and must have registered prior to execution of the Construction Agreement. Forms for registration are available from the DLI, PO Box 8011, 1805 Prospect, Helena, MT 59604-8011. Information on registration can be obtained by calling (406) 444-7734. All laborers and mechanics employed by Bidder or its subcontractors in performance of the Work shall be paid wages at rates as may be required by the laws of Hill County and the State of Montana. The Bidder must be an Equal Opportunity Employer and ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. All Bids shall be prepared according to the Instruction to Bidders contained within the Project Manual. Each Bid shall be accompanied by a separate envelope containing a Bid Security in the form of a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Montana, payable to North Central Montana Regional Water Authority, in a sum equal to ten percent (10%) of the full amount of the Bid. This is to serve as a guarantee that the successful Bidder will enter into a Contract within fifteen (15) days of Notice of Award, in accordance with the terms of the principal's Bid and Contractor's Bond as required by law and regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one-hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidders and certificate(s) of that insurance shall be provided. Federal Regulations: The project is funded in part by the Bureau of Reclamation and the State of Montana Treasure State Endowment Program - Regional Water System funds. Award of the project will be contingent upon the receipt of funding and award concurrence from these entities. Bidders on this Work will be required to comply with Title 41 CFR Part 60-4, 40 CFR-35.3145(d), and President's Executive Orders 11246 and 12549. The requirements for Bidders and Contractors under these Regulations and Executive Orders concern utilization of Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Small Businesses (SBE), and are explained in the Specifications. MBE/WBE Subcontractor Solicitation Information shall be enclosed in the required Bid Bond envelope. Failure to include the form in the Bid Bond Envelope will result in the Bid not being opened. All Bids must be submitted on the Bid Form furnished by the Engineer. No bid may be withdrawn after the scheduled time for the public opening of bids. No Bid will be read or considered that does not fully comply with the above provisions and other provisions contained within the Bidding Documents, and any deficient Bid submitted will be returned to the Bidder unopened. All Bids will be made on the basis of cash payment for such work. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening. The work for each contract must be completed no later than the following: a) Substantial Completion - September 30, 2023; and b) Final Completion - November 15, 2023.
