Reference number : 1714436 Deadline for receipt of complaints: 2023-05-09 Submission sent electronically accepted: No Options related to this notice: This notice has renewal options (2 X 12 months) Expected duration of the contract without the options (in months): 24 Purpose of the call for proposals The purpose of this call for proposals is to obtain bids for: Lot 1: The manufacture, installation and maintenance of various types of signs and flag poles for the network of SAQ branches, SAQ corporate offices, SAQ agencies; Lot 2: The manufacture, installation and maintenance of various types of signs and flag poles for the SQDC branch network. All under the conditions of the Société des alcools du Québec (hereinafter called the SAQ), contained in this document. The SAQ designates the Société des alcools du Québec and any legal person it controls with more than 50% of the shares or voting shares. Eligibility Call for Proposals document Only a legal person, a natural person or a company that has obtained the call for proposals document via the SÉAO electronic call for tenders system is eligible to bid. The tenderer may submit only one single tender. Place of business The bidder must have a place of business in Canada / European Union to be eligible to bid. The expression place of business means that a tenderer must have an establishment where it carries out activities during normal business hours and which brings together persons authorized to represent it as well as resources to conduct its business. building law The bidder must hold the required contractors license under the Building Act . (RSQ, c. B-1.1) to carry out the work referred to in the call for proposals. A copy of this license must accompany the submission. During the call for proposals period, and at all times thereafter, the tenderer is liable for damages, losses and harm caused to the SAQ resulting from any restriction, suspension or cancellation of its contractor's license or that of its subcontractors, under the Building Act , or by any prohibition for this tenderer or its subcontractors to perform a contract or continue to perform a contract with the SAQ under any other law and applicable regulations. If one or more of the eventualities described in the preceding paragraph occur: a) before the contract is awarded, the tender of the tenderer affected by the measure will be rejected; or (b) after that tenderer has been declared the successful tenderer, but before the work has begun, the successful tenderer is deemed to have refused to perform the contract. Certification from Revenu Québec In accordance with the Regulation respecting supply, service and construction work contracts by bodies referred to in section 7 of the Act respecting contracting by public bodies (RSQ, c. C-65.1) (hereinafter LCO) ) , the tenderer having an establishment in Quebec must enclose with his tender the valid document of Certification of Revenue Quebec. The bidder must obtain this certificate by using the Clic Revenu - Entreprises online services on the Revenu Québec website at the following address: http://www.revenuquebec.ca This certificate must not have been issued after the deadline date and time set for the receipt of tenders and is valid until the end of the three (3) month period following the month during which it was issued. (or according to the period prescribed by the regulations). Consequently, a certificate issued after the deadline date and time set for the receipt of tenders will not be accepted. Any bidder who does not have an establishment in Quebec where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal office hours, must complete and sign the "absence of establishment in Quebec" form below. attached as an Appendix and produce it with its bid. Companies not eligible for public contracts Any contractor within the meaning of section 1 of the LCOP who is registered in the register of enterprises ineligible for public contracts (RENA) and whose ineligibility period has not ended, is ineligible for this call for proposals. and therefore cannot submit a bid. Similarly, any contractor who has entered into a public contract must, before entering into any subcontract required for its performance, ensure that each of its subcontractors is not registered with the RENA or, if registered therein, that his period of ineligibility for public contracts has ended or that the conditions provided for in the LCOP have been met, as the case may be. Declaration of ineligibility and prohibition During the period during which the tender is irrevocable, and at all times thereafter, the tenderer is responsible for the damages, losses and prejudices caused to the SAQ resulting from any ineligibility or prohibition for this tenderer or one of its subcontractors. performing a contract or continuing to perform a contract with the SAQ under the LCOP, non-renewal or revocation of its authorization to contract AMP or that of one of of its subcontractors and any other applicable law and regulation. If one or more of the eventualities described in the preceding paragraph occur: a) before the contract is awarded, the bid of the bidder affected by the measure may be rejected by the SAQ, at its sole discretion; or (b) after that tenderer has been declared the successful tenderer, but before he has begun to perform the contract, the successful tenderer is then deemed to have refused to perform the contract. Performance of the goods/services provider The tenderer must not, during the last two (2) years preceding the publication of this call for proposals, have been the subject of an unsatisfactory performance evaluation rendering him ineligible to tender, all as defined in clause Performance evaluation during the contract. Other criteria Have, over the past two (2) years, executed at least two (2) sign manufacturing contracts of similar scope and using similar materials. In this regard, the SAQ may consider the experience of a subsidiary of the bidder, of its parent company or of a company resulting from the merger of the bidder, of one of its subsidiaries or of its parent company. The bidder must be a member of AQIE (Quebec Association of the Sign Industry) or ACE (Canadian Sign Association). Proof of membership in one of the above associations must be attached to the bid.
