Please NOTE this solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsibility item. Bids/offers from contractors with a NIST score in SPRS will be considered responsible and evaluated/considered for award. Those without a NIST score in SPRS may be deemed NON-RESPONSIBLE and thus not evaluated/considered for award. For NIST compliance See Section 00 72 00 Contract Clauses, 252.204-7020 and 252.204-7012. Project Information: Type of Dredge: Deep/Draft Pipeline. This project scope is to deepen the Corpus Christi Ship Channel, Texas, Channel Improvement Project (CCSC, TX CIP) at the Inner Harbor from Chemical to Viola Turning Basins, near Avery Point, and at Upper Bay. The channel will be deepened to -54 feet Mean Lower Low Water (MLLW) with an additional depth of 2 or 3 feet for advanced maintenance and 1or 2 feet of allowable over depth. Abandoned pipelines will be removed as required to create a clear channel for navigational operation. Schedule No.1 - Includes dredging between Chemical Turning Basin and Viola Turning Basin to depth of -54 MLLW feet with advanced maintenance of 2 or 3 feet and allowable over depth of 1 foot. Option No.1 - Includes removal of an abandoned utility pipeline. Option No. 2 - Includes to dredge Viola Turning Basin. Option No. 3 - Includes dredge at a skipped section over a pipeline to be removed by others. Option No. 4 - Includes dredge at a skipped section over pipeline to be removed by others near Avery Point. Option No. 5 - Includes removing existing pipelines and dredge the skipped section in Upper Bay. Completion Time: Currently, the estimated completion time for Schedule No. 1 is 378 calendar days; Option No. 1 no additional time for its completion; Option No. 2 estimated completion time is 82 calendar days; Option No. 3 estimated completion time is 9 calendar days; Option No. 4 is 9 additional calendar days; Option No. 5 is 26 additional calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $5,012.00 for each calendar day of delay until the work is completed or accepted. The contractor will be required to provide Performance and Payment Bonds within (3) calendar days after award. The contractor shall begin work within (10) calendar days after receipt of the notice to Proceed. The magnitude of construction is estimated between $25,000,000.00 and $100,000,000.00. The solicitation is advertised as "Unrestricted" full and open competition for both large and small businesses in accordance with FAR Part 14, the intent of the Government is to award one single firm-fixed price contract. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990 (Dredging and Surface Cleanup Activities). The Small Business Size Standard is $37 Million (Dredging). Response date is 1 August 2023 @ 2:00 PM (All bids must be submitted electronically per Section 00 21 00 of the solicitation).
