Site work for a religious / funeral development in Grand Island, Nebraska. Conceptual plans call for site work for a religious / funeral development.

The Nebraska Veterans Cemetery at Grand Island is the second state-administered veterans cemetery and the fourth veteran's cemetery in Nebraska. This cemetery will incorporate the existing seven-acre historic Grand Island Veterans Memorial Cemetery and will include an additional 20 acres. Senator Dan Quick introduced Legislative Bill (LB) 911 in 2020, which was unanimously approved by the Nebraska Legislature, created the new state cemetery, and changed the previous name of the Grand Island Veterans Memorial Cemetery to The Nebraska Veterans Cemetery at Grand Island. The project would construct the first phase of the Nebraska Veterans Cemetery at Grand Island. The site is approximately 30 acres located at the northeast corner of Webb Road and Capital Avenue in Grand Island, Nebraska, and will encompass the existing veterans home cemetery. The lands to the north and east are currently undeveloped and used for agriculture. Purpose and Objectives Provide necessary Cemetery access for the unserved veteran population while also enhancing the existing Grand Island Veterans Memorial Cemetery. The planned service area of the cemetery spans a 75-mile radius around Grand Island, but the cemetery will also accept veterans from across the area. Grand Island is located between the two existing National Veterans Cemeteries near Maxwell and Springfield filling a need to an unserved veteran population within the 75-mile radius of approximately 23,000 veterans. Proposed Site: The new cemetery shall be located on the northeast corner of North Webb Road and West Capitol Avenue, on property which once was part of the previous Grand Island Veterans Home (GIVH). This location has been identified by the City of Grand Island for future cemetery use and additional roadway access. The existing Grand Island Veterans Memorial Cemetery shall be fully incorporated into the Nebraska Veterans Cemetery at Grand Island. Life Safety/Building Code Primary applicable codes and regulations: National Cemetery Administration Design Guide National Fire Protection Association (NFPA) 101 Life Safety Code (LSC), 2012 Edition with Amendments. International Building Code (IBC), 2018 Edition adopted as the State Building Code. Accessibility Title 156 Nebraska Accessibility Guidelines /2010 ADA Standards for Accessible Design. Total Project Funding $7,500,000.00 This project requires that a set of 100% CD's be completed and out for bids on or before August 15th, 2023. Review of Proposals May 1- May 5th, 2023 Consultant Selected May 8th, 2023 Program Statement: The Program Statement that was created for this project in September 2021 is available by contacting Mark Craft at mark.craft@nebraska.gov. This Program Statement will give you the complete narrative for this project as well as including renditions of proposed design concepts. This is needed for A/E proposals. Consultants interested in providing services for this project must provide a response to this Request for Proposal and email the proposal to mark.craft@nebraska.gov no later than April 28th, 2023. Subsequently, a consultant selection committee will review all proposals to determine which consultant will be selected. Selection will be from received proposals. No interviews will be given by selection committee. All proposals shall be limited to 20 pages. After selection is completed the selection committee will provide recommendations for the project award to the Director of Nebraska Department of Veterans Affairs. The Director will then make the final selection and NDVA will attempt to negotiate an agreement with the selected consultant team. If a mutually satisfactory agreement cannot be reached with the selected consultant team, NDVA will attempt to reach an agreement with the committee's second ranked consultant team. The consultant selection process for this project will be in accordance with the Nebraska Consultant's Competitive Negotiation Act and consistent with the "Procedural Manual for Capital Construction Projects" as issued by the DAS-SBD. DAS-SBD encourages the use of Nebraska professional consultants. Topics for Discussion in Selection Process may include, but not limited to: Size, organization, and location of firm. Approach to the project including proposed project team. Include size, organization, and location of each firm on the team. Discuss the qualifications and scope of services to be provided by each team member. Discuss your team's anticipated approach to the project, regarding kick-off of the project, design phase, and possible construction phasing. Discuss how you propose to help ensure a quality design as well as construction administration services, while keeping in mind the facility will need to always be operational. Reaction to the project budget. A proposed project design schedule. Any other factors that make your consultant team uniquely qualified to provide professional services for this project.
