LATEST DATE/TIME FOR SUBMITTAL OF PRE-BID INQUIRIES 2:00 PM Thursday, May 04, 2023 Submit Pre-Bid Inquiries to: jaysonb@klassencorp.com NOTICE IS HEREBY GIVEN that the above-named California Community College District, acting by and through its Board of Trustees, will receive up to, but not later than the above-stated date and time, Bid Proposals for the Work of the Project described above. 1. Submittal of Bid Proposals. All Bid Proposals shall be submitted on forms furnished by the District. Bid Proposals must conform with, and be responsive to, the Bid and Contract Documents. Only Bid Proposals received by the District at or prior to the date and time set forth above shall be considered. 2. Bid and Contract Documents. The Bid and Contract Documents are available as set forth above. Bidders are responsible for charges imposed by ASAP Reprographics for downloading electronic files of the Bid and Contract Documents or for obtaining hard copies of the Bid and Contract Documents. 3. Documents Accompanying Bid Proposal. Bid Proposals shall be submitted with the following: Qualification Statement Non-Collusion Affidavit Subcontractor List Verification of Workman's Compensation DIR Registration Verification Bid Security Drug-Free Workplace Certification 4. Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount equal to ten percent (10%) of the maximum amount of the Bid Proposal, inclusive of the proposed price for an additive Alternate Bid Item(s). Bid Security shall be in the form of: (i) cash; (ii) cashier or certified check payable to the dis; or (iii) bid bond, in the form and content set forth in the Contract Documents. Failure of any Bid Proposal to be accompanied by Bid Security in the form and in the amount required shall render such Bid Proposal to be non-responsive and rejected by the District. Contractor's License Classification. Pursuant to Public Contract Code 3300, the District requires that Bidders possess the following classification(s) of California Contractors License at the time the Bid Proposal is submitted and at time that the Contract for the Work is awarded: B - General Building Contractor or C-45 Sign 7. Bidder and Subcontractors DIR Registered Contractor Status. Bidders must be a DIR Registered Contractor when submitting a Bid Proposal. The Bid Proposal of a Bidder who is not a DIR Registered Contractor when the Bid Proposal is submitted will be rejected for non-responsiveness. All Subcontractors identified in a Bidder's Subcontractors' List must be DIR Registered contractors at the time the Bid Proposal is submitted. 8. Pre-Bid Inquiries. Bidders are solely and exclusively responsible for submitting Pre-Bid Inquiries before the latest date/time for submitting Pre-Bid Inquiries. The District will not respond to Pre-Bid Inquiries submitted after the date/time stated above. Failure to request interpretation or clarification of any portion of the Contract Documents pursuant to the foregoing is a waiver of any discrepancy, defect or conflict therein. 9. Duration of Bid Proposals. Bid Proposals shall not be withdrawn by any Bidder for a period of sixty (60) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals. 10. Job-Walk; Bidders List. If the Job Walk is mandatory, the District will establish the Bidders List consisting of the Bidders attending the entire Mandatory Job Walk. Bid Proposals submitted by Bidders who are not on the Bidders List will be rejected by the District as being nonresponsive. If the Job Walk is not mandatory, the District will establish the Bidders List based on Bidders who have obtained the Bid and Contract Documents from ASAP Reprographics. 11. Waiver of Irregularities. The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding. 12. Award of Contract. The Contract for the Work, if awarded, will be by action of the District's Board of Trustees to the responsible Bidder submitting the lowest priced responsive Bid Proposal. If Alternate Bid Items are included in the bidding, the lowest priced Bid Proposal will be determined on the basis of the Base Bid Proposal or on the Base Bid Proposal and the combination of Alternate Bid Items selected in accordance with the applicable provisions of the Instructions for Bidders.
