St. Charles County is seeking Statements of Qualifications for design and engineering services for the Renovation of St. Charles County's Corrections Facility. The County reserves the right to terminate the contract for reasons of violations by the successful proposer of any term or condition of the contract by giving thirty (30) days written notice stating the reasons therefore and giving the party ample time to remedy the deficiencies One [1] original and two [2] signed copies of the statement of qualifications must be received in a sealed envelope plainly marked "RFQ 23-078 Renovation of Corrections Facility" with the due date and time in the lower left corner of the envelope. An authorized representative of the company/person submitting the qualifications must sign the submittal in blue ink. All questions must be received no later than 3:00 PM on Wednesday, May 3, 2023. Any question received after this deadline may not be answered Project Background The St. Charles County Construction Management Department is seeking firms to submit Request for Qualifications (RFQ) for design and engineering services, preparation of construction documents, and construction administration services for the renovation of the existing corrections facility. These improvements are necessary in that no less than 60%, and up to 90% of those incarcerated have diagnoses pursuant to the Diagnostic and Statistical Manual, Fifth Edition (hereinafter DSM-5) and have mental illness and substance abuse issues at the time of incarceration. Additionally, mitigating the transmission of infectious diseases has changed the use of space for convicted persons and pre-trial detainees, which necessitates this work. Bail reform in Missouri, implemented prior to 2020, has resulted in inmates with more minor offenses moving quickly to discharge. For those individuals not moving quickly to discharge, incarceration after conviction occurs, for the most part, in the long-term detention areas on the 3rd Floor. Those individuals are charged with felonies or serious misdemeanors. A snapshot in March 2023 showed that 86% of the detainees and inmates in the St. Charles County Department of Corrections have DSM5 diagnoses. Space to ensure that these inmates are able to be seen by a judge in a timely manner and to ensure access to health, mental health and substance abuse services require renovation of the space. The original design of the building, more than thirty years ago, was for incarceration of a maximum of 218 individuals at a time when individuals with mental illness and substance abuse issues would have been transferred to the State of Missouri, Department of Mental Health. Those beds are no longer available, and the local jails are required to serve this population. Additionally, serious mental illness often results in delays in the judicial system reaching a final adjudication on charges against these individuals. The County Department of Corrections must be prepared to provide incarceration and detention in some of these cases for two or three years. The County has engaged Dewberry Associates as a part of the Owner's Representative team. Dewberry is working with the County to develop programming documentation and will create concept level drawings and narrative for the new fifth floor kitchen, loading dock, and storage areas, as well as new housing unit spaces on the third floor. Dewberry is not permitted to submit a proposal for design and engineering services as contemplated in this RFQ. The current facility has a kitchen and loading dock/storage area located on the third floor. The intent is to relocate this kitchen and convert the vacated space and surrounding area to medically supported mental health and substance abuse housing and support space. The work described must be constructed and completed by the end of 2026 to meet federal funding guidelines. Consultant Services The selected design and engineering team should anticipate the scope of this project will include but not be limited to the following: Pre-Design Services Inspect existing conditions and prepare base drawings for all disciplines: Architectural, Structural, Mechanical, Electrical, Plumbing, Fire Protection, etc. o Review existing documentation including drawings, surveys, inspections o Perform on-site investigations of all areas to be renovated as well as areas required to support the renovated areas such as mechanical and electrical rooms. o Site Survey of existing exterior open areas o Geotechnical Report of existing exterior open areas Design & Engineering Services Prepare construction drawings and specifications for all spaces to be renovated based on programming and conceptual plans currently under development. o Provide preliminary cost opinion based on observed existing conditions and Schematic level drawings o Provide mechanical, electrical, structural, fire protection, technology and or all other engineering services to support the project o Complete all necessary construction drawings and specifications o All areas to be compliant with current federal and state guidelines, American Correctional Association (ACA), Missouri Jail Standards, as well as conform to industry best practices o Permitting support services Special Spaces Design and Specifications Provide services for design and specification of special spaces and equipment for high security environments o Kitchen layout, equipment specification o Loading dock and warehouse space o Mental health housing, support spaces and equipment o Substance abuse housing and support spaces o Corrections staff support spaces o Modification of housing on the fifth level to provide for an additional path of egress and conversion of Indirect Supervision control room to Direct Supervision This project will have seismic design requirements. o Negative air pressure mechanical systems design for all new housing and ancillary spaces located on the third level Mental health housing Substance abuse housing and support spaces Procurement Services Assist with development of Request For Proposal (RFP) documents to select a Construction Manager at Risk Assist with selection of specialty equipment suppliers including but not limited to kitchen equipment, medical/mental health furnishings and equipment, physical security and technology. Owner Furnished Furniture, Fixtures and Equipment Coordination Collaborate with Owner consultants o Facility door control and locking systems o Security camera, intercom, duress, lighting control and paging systems o Information Technology o Mental Health services Construction Administration Attend kick-off meeting with general contractor Respond to Request for Information (RFI), Submittals Respond to substitution requests Review Change Order Requests Periodically attend construction meetings Periodically inspect work in place Construction Closeout Building systems commissioning CAD As-Built drawings based on red-lines of completed work Provide an Update to the Feasibility Study completed in 2019 based on the following: New improvements from this project Existing facility operational areas County provided inmate population and needs projections over five-, ten- and twentyyear intervals
