Unless otherwise prohibited by law, the Owner shall have the right to reject any or all Bids. The Owner requires Substantial Completion of the project on or before August 7, 2023. Unless otherwise prohibited by law, the Owner shall have the right to reject any or all Unit Prices individually, when accepting a Bid It is the intent of the Owner to award a Contract to the lowest responsive and responsible Bidder, provided the Bid has been submitted in accordance with the requirements of the Bidding Documents. Unless otherwise prohibited by law, the Owner shall have the right to waive informalities and irregularities in a Bid received and to accept the Bid which, in the Owner's judgment, is in the Owner's best interests. Bids may not be withdrawn within thirty (30) days after the scheduled time of opening bids, without the consent of the Owner. The Owner reserves the right to accept any bid or to reject any or all bids, or parts of such bids, and waive informalities or irregularities in bidding
