Any questions relative to this bid should be directed to:Cari Dillman, Community Services Manager The CITY of Claremont (CITY) is seeking proposals from qualified professional urban forest maintenance and management firms with significant experience in providing tree maintenance services by trained International Society of Arboriculture (ISA) certified arborists and ISA certified tree workers. The purpose of this maintenance agreement is to provide the CITY with the best possible tree care to maintain the CITY's urban forest at a level expected by the CITY's residents, CITY Council, Community and Human Services Commission, CITY staff, and visitors. The selected firm will work closely with the CITY's REPRESENTATIVE, and/or other CITY staff to ensure the most appropriate care and maintenance of the CITY's urban forest with sensitivity to the values of the CITY and its residents. The CITY is soliciting bids from qualified firms to provide annual services for the maintenance, removal, and replacement of trees, and other tree-related services as needed, within Claremont's urban forest. The CITY has approximately 20,000 right-of-way trees and 5,000 park trees that comprise its urban forest. This request for proposal shall be for tree maintenance work on all of the CITY's street and park trees. All proposals should be from qualified professional urban forest management firms with significant experience in conducting tree inventories by trained ISA certified arborists and collecting data using global positioning systems (GPS) equipment and mapping and storing data in a geographic information system (GIS). The proposing firm shall have experience with using tree inventory software with the ability to migrate the CITY's existing tree inventory database into the firm's software within 90 (ninety) days for the purposes of updating the inventory and scheduling maintenance activities. No bid will be received unless it is made on the bid forms furnished by the CITY for this project. Additional documentation may be added if desired. Please review the entire bid package before submitting your bid. Incomplete submissions may be rejected as non-responsive at the CITY's discretion. Award shall be based on a "best value" evaluation. Criteria used for the evaluation will include: cost, responsiveness to specifications, references, previous performance, ability to provide services, consistency with current equipment and standards, implementation schedule and reports, and unspecified value-added offerings by the bidder. The agreement will be awarded to the best responsible bidder, not solely based on low bid. The successful bidder will be required to sign an agreement. A sample agreement is attached. The final agreement will include this request for bid and the successful bidder's response. Please do not execute the agreement at this time. The term of the agreement shall be for three (3) years from July 1, 2023 to June 30, 2026, and may be extended by the Director Community Services for two (2) optional one-year extensions. The CITY of Claremont reserves the right to reject any or all bids or any part of the bid, to waive minor defects or technicalities, or to solicit new bids on the same project or a modified project. Please read the insurance requirements and general provisions carefully; they are part of your bid, and each firm must show proof of insurance and licensing to be considered a successful bidder. Pursuant to the Labor Code of the State of California, it will be required that not less than the locally prevailing wage rates, as specified by the Director of Industrial Relations of the State of California, be paid to all workman employed or engaged in the performance of this project.
