The Clarksville-Montgomery County Regional Airport Authority in Clarksville, Tennessee, intends to select a licensed consulting engineering firm to provide design and construction inspection services for a 5 year engineering consultant contract for service at the Clarksville-Montgomery County Regional Airport. Professional services to be preformed, in general, consist of the preparation of pre-applications and applications for federal and state funding, environmental planning, preparation of an updated ALP, preparation of a DBE plan, detail design and development of plans and specifications, cost estimates, general supervision of construction, facilities justifications, land acquisitions and relocation services, engineering design of runways, taxiways, aprons, auto parking areas, zoning access and circulation roads, lighting, fencing, navaids, hangars and buildings, and improvements thereto, and other planning and design services as the board may direct. The following factors, each of equal importance will be used to evaluate the proposals: 1. Qualification and competence of the firm 2. Firm's experience in the type of service being sought 3. Capability of the firm to perform the service desired within an acceptable time frame. 4. Firm's proximity to the Clarksville-Montgomery County Regional Airport. 5. Availability of a qualified resident inspector or engineer and lab technician with experience in airport design and construction work of similar nature. 6. A committee review of the consultant's performance record within clients from the last three (3) years, including all airport projects of a similar nature. 7. Evaluation of the firm's EEO policy. The Clarksville-Montgomery County Regional Airport Authority will evaluate and rank the submitted proposals based on a weighted rating scale, from which negotiations leading to a formal contract will proceed.
