Site work for a water / sewer project in Lancaster, Pennsylvania. Completed plans call for site work for a water / sewer project.

The City is seeking to retain a contractor to perform the Project as defined herein. The work is generally described as lining of various sizes and types of sewers with the City's sewer collection system using cured in-place pipe (CIPP). Approximately, 2,572 feet of 8" diameter, 630 feet of 10" diameter, 472 feet of 12" diameter, 702 feet of 15" diameter, 917 feet of 18" diameter, 959 feet of 24" diameter, and 537 feet of 36" diameter pipe is to receive cured in-place pipe. All bids shall be effective for sixty (60) calendar days from the date of the bid opening unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services, and the bidder's ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if, in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject Bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. Further, the City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications. Clarification Deadline : 5/2/2023 4:00 PM via PennBid
