The City of Bloomington requests bids from vendors to take delivery of the excavation material for disposal as defined in this document. This contract mostly supports the Water and Public Service Divisions of Public Works, but any division or department of the City of Bloomington may utilize this contract as needed. The Public Works Department performs various activities that involve repair, replacement, excavation (hand, mechanical, hydro), and grading within City rights-of-way and other City owned lands. These activities include, but are not limited to, repair and replacement of water mains, water valves, water service lines, fire hydrants, street repair, concrete pavement replacement, curb and gutter, sidewalk and curb ramps, storm water mains and manholes, and sanitary sewer mains, laterals, and manholes. The excavation materials from these efforts may contain, but are not limited to materials such as soil, concrete, aggregate, asphalt, and pieces of clay and plastic pipe. Public Works may choose to separate concrete and asphalt from the excavation material and utilize a recycling center for disposal in lieu of including the excavation material delivered to the selected vendor. Based on two-years of available data, the excavation material disposal amount is estimated at 14,000 tons per fiscal year. This estimate in no way guarantees or limits the tonnage of excavation material disposal under this contract. The successful vendor is responsible for abiding by all Environmental Protection Agency (EPA) and Illinois Environmental Protection Agency (IEPA) regulations and requirements for acceptance, use, and disposal of the excavation material. The disposal site shall be located within 3 miles of the outskirts of Bloomington, Illinois. Disposal Site must be open Monday through Friday 6:30 A.M. until 3:30 P.M. Central Time. As well as some Saturdays from 6:00 A.M. until 12:00 P.M. Central Time. The City will notify the vendor by 12:00 P.M. the Friday prior when a Saturday is required. The City may need to deliver excavation material outside of the normal operating hours, in this case, the City will provide the vendor a two (2) hour notice. Alternate Bid Facility Condition - The facility shall provide a hard surface (concrete or asphalt) drop off location accessible at all times including rain, snow, thawing, and other inclement weather, for the City to dispose of Excavation Materials. At the expiration of the initial term, the Agreement shall automatically renew for successive one-year periods (but no more than two (2) renewal periods total), unless a party provides the other party with notice of its intent not to renew the Agreement at least thirty (30) days prior to the expiration of the then current term. The City reserves the right to determine which bid is the best suited for the use intended and to award the contract on this basis. The City is not obligated to award the alternate term bid.
