Enclosed is a Request for Proposal (RFP) for a wastewater treatment plant operator for the School District of Washington. The proposed Agreement calls for an annually renewable contract for a three-year period with services beginning June 1, 2023. The responsive Proposal will comply with all federal, state and local regulations. Information regarding the services to be provided, information which must be submitted as part of the Proposal, and related details are included in the accompanying RFP. DESCRIPTION OF SERVICES Through this RFP, the District is seeking to obtain proposals from qualified and experienced persons, organizations, companies or firms to provide the services described herein. The District intends to contract with the successful Proposer to provide service and consultation to the District for wastewater treatment plant operation and related reasonable costs. SPECIFIC SERVICES: The services provided by the operator shall include but not be limited to the following. 1. South Point Elementary permit # MO0139491: Provide a Missouri certified licensed operator to perform the duties as a certified operator per regulations of the State of Missouri. Make at least two onsite visits to South Point Elementary each week to check and operate the wastewater treatment plant operation to include but not limited to: the grease interceptor, bar screen, flow equalization, UV system, aeration chamber, final clarifiers, sludge holding chamber, MBBR polishing cell, and effluent lift station. Complete operational testing on each onsite visit such as settle-ability, sludge judging the tanks, and air pumps. Conduct monthly effluent MPDES sampling and testing (flow, BOD, oil and grease, E. coli, pH, total suspended solids, and ammonia) as required by the Missouri Department of Natural Resources. Prepare the required NPDES reports and forward them to the designated official for signature and submittal to the Missouri Department of Natural Resources or via the eDNR system as required. 2. Campbellton Elementary permit #MO0083780: Conduct monthly effluent MPDES sampling and testing (flow, BOD, oil and grease, E. coli, pH, total suspended solids, and ammonia) as required by the Missouri Department of Natural Resources. Conduct Influent monitoring, monitoring reports shall be submitted quarterly. Prepare the required quarterly NPDES reports and forward them to the designated official for signature and submittal to the Missouri Department of Natural Resources or via the eDNR system as required.
