Design-Build (DB) Construction Contract for the Exterior Repairs at Building 601, Fort Meade, MD Sources Sought Notice: PANNAD-23-P-0000 003325 THIS IS A SOURCES SOUGHT ANNOUNCEMENT, NOT A SOLICITATION OR OFFER TO PURCHASE. By way of this Market Survey/Sources Sought Notice, the USACE Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purpose. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the Government to contract for any supply or service. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future Solicitation, if any is issued. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. Therefore, the type of set-aside decision to be issued will in part depend upon the capabilities of the responses to this notice. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. USACE NAB is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement. The NAICS code for this acquisition is 236220 - Commercial and Institutional Building Construction with a size standard of $39,500,000. The estimated magnitude of construction is between $1,000,000 and $7,000,000. PROJECT DESCRIPTION: Exterior repairs and installation at an existing building to include: flat/membrane roof replacement, screen wall replacement, parapet/capstone repair and replacement, exterior joint replacement and brick repair at facade, new exterior canopy, and new loading dock lift. The supporting work to include site preparation, performing hygrothermal and thermal modeling of the wall assemblies and fenestrations to determine if there are potential condensation issues, and perimeter safety/security measures. The new roof replacement to include removal all existing roof materials down to the roof deck. Installation of a new roof membrane assembly to include a new roof cover, coverboard, roof insulation to meet current code with regards to the thermal resistance and roof drainage slope, and an air/vapor barrier. The screen wall work shall include demolition of the screen wall structure, including but not limited to, the metal panel roofing, metal wall panels, hollow-frames and metal doors, plywood sheathing, structural framing, and roof curbs. Replacement of screen wall per Installation Standards. The parapet/capstone repair and replacement to be with wet cast capstones, including providing backer rods and silicone joint sealants. Architectural coating at existing cast stone to mitigate future water penetration. The facade work to include replacing damaged brick units, replacing joint sealant and backings at expansion joints and granite wall panels, and repair to window lintels. Work also includes re-sealing the existing curtain wall which includes removing existing snap covers and providing new seals and gaskets. Providing weather barrier and/or cavity closures at CMU back up walls. A new canopy to be installed at the existing loading dock. Coordination of foundation and canopy height with adjacent fencing, walls, and fenestration. A new lift to be installed at the existing loading dock. The work shall be required to comply with user-defined security requirements, and work will coordinate with existing force protection measures and security devices. Work may include Identification and abatement of any asbestos containing materials (ACMs) or other hazardous materials. The facility shall also meet the requirements of the Architectural Barriers Act (ABA) Standards. INTERESTED SOURCES should submit a Statement of Capabilities (SOC) including the following: 1. Company name, address, phone number and email address of the point of contact, so the Government can verify the past performance on indicated projects. 2. Indicate the primary nature of your business. 3. Provide no more than three (3) examples of projects completed within the last five (5) years, valued at $2 Million or greater, similar to requirements described above. Respondents should have experience in the areas listed below and provide narratives identifying the specific experience: flat roof replacement construction, parapet wall/capstone replacement, vertical joint replacement, exterior building canopy, loading dock lift installation. The Contractor shall show experience with design-build military construction. A narrative statement demonstrating the primary nature of your business, an overview of your firm's capabilities of construction projects of similar nature to this requirement. Include specific information regarding the following criteria: Design-Build Military Construction Experience Experience with Roof, Parapet, Capstone Replacement or equivalent. Small Business interested parties shall provide the following information in addition to the above: Socioeconomic category, such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, HubZone Small Business, 8 (a) Small Business, etc. SUBMISSION INSTRUCTIONS: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, these sources sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice NLT 2:00PM Eastern Standard Time (EST) 9 May 2023.
