The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified firms to furnish/provide architecture and engineering services for the renovation of a restaurant facility located at 2295 Harbor Road. The City desires to address priority renovations and repairs identified in the facility condition assessment completed for the property, as well as modernize the restaurant facility and make improvements that will be attractive to future lessees. Through this RFP, the City desires to engage a design team that will provide architecture and engineering professional services through a design phase and construction phase. 1.2. Background The City of Newport News owns the property located at 2295 Harbor Road, which includes a waterfront restaurant. Before vacation by the last tenant, the space had previously operated as a restaurant since 2000. The on-site restaurant is an approximately 4,650 square foot facility that was originally constructed in 1940. The structure has formerly served as a Chesapeake and Ohio Railway Station, and was Chesapeake and Ohio Railway's fourth Newport News depot. It was later used by Amtrak until 1981. The property is located at the end of 23rd Street and along the James River. This part of the City's Downtown is envisioned to serve as a "restaurant row" and over the past several years has seen significant new investment, which has resulted in a distillery, brewery, pizza restaurant, lofts, and new public art all within walking distance on the site. The City has also recently begun a significant investment at Christopher Newport Park to create enhanced waterfront access and event location, being referred to as the "James River Strand." In connection with the new public and private investment and new vitality in the area, it has been recently branded "The Yard" district. The restaurant facility is located directly on the waterfront with a westward view across the James River. The City desires that this asset serve and contribute as a quality of life amenity to Newport News residents and visitors alike. Through the Scope of Work, the City desires to address priority renovations and repairs identified in the facility condition assessment completed for the property, as well as modernize the restaurant facility and make improvements that will be attractive to future lessees. Design services shall include, but are not limited to the following: Develop project program to meet requirements of any future lessee. Work with the City on space planning and layout requirements to meet City and future lessee needs. Review facility conditions assessment completed for the property and prioritize improvements to be made as part of project, in addition to facility enhancements for lessee. Assess and evaluate existing City-owned kitchen for repurposing and utilizing as part of facility renovation. Design and prepare project plans and specifications for the renovation of the restaurant facility to include conceptual design and schematic design (30%) and design development (60%, 90%, and 100%). 60%, 90%, and 100% review sets shall include specifications. Develop renderings of the renovated facility. Conduct geotechnical engineering and investigations of project site, if needed. Investigate and design utilities and infrastructure for project development (including but not limited to water, sewer, and storm water, and coordinate new power feed, data services/fiber connection, and natural gas), if needed. Provide cost estimates at recommended submittal phases. Work with stakeholders from various agencies as required. Obtain all building and site plan approvals, as necessary. Assist in value engineering process. Adherence to Virginia House Bill 2001 (HB 2001). Provide bid assistance and respond to RFIs. Other services as required to support successful completion of the work and the City's and the future lessee's interests.
