Renovation of a municipal facility in Nags Head, North Carolina. Completed plans call for the renovation of a municipal facility.

o Base Bid. Main Lobby/Reception Area: Renovation of approximately 1,400 s.f. of the existing second floor Lobby/Reception areas including selective interior demolition, steel stud framing, drywall, doors, acoustical ceiling, casework, painting, flooring, HVAC, lighting, electrical, and incidental work. o Add Alternate #1: Vending/Breakroom 216: Renovation of approximately 200 s.f. of the existing second floor kitchen (Room Vending 216) including casework demolition, appliance removal, casework, appliance installation, flooring, HVAC, lighting, and incidental work. o Add Alternate #2: Office (Reception/Admin Assistant 241): Renovation of open floor area to create new private office of approximately 125 s.f. on the second floor including selective demolition, steel stud framing, drywall, doors, acoustical ceiling, casework, painting, HVAC, lighting, and incidental work. o Add Alternate #3: Plumbing Fixture Upgrades: Removal and replacement of existing water closets, urinals, and lavatory faucets for both first and second floor restrooms. o Add Alternate #4: Toilet Partition and Toilet Accessories: Removal and replacement of all toilet partitions and toilet accessories for both first and second floor restrooms. o Add Alternate #5: Lighting and Ceiling Replacement at Main Lobby Area: Removal and replacement of approximately 700 s.f. of existing acoustical ceiling tiles and lighting fixtures with new. Bids will be received for a single prime Contract. Bids shall be on a lump sum price basis. Bids shall be on a lump sum price basis, with additive alternate bid items as indicated in the Bid Form. Electronic copies, as "zipped" portable document format (PDF) files, of the Bidding Documents shall be made available, when requested through the issuing office, at no charge. Bidders are encouraged to obtain the project information via this method. Printed copies may be provided by the Issuing office upon request. All Contractors submitting bids shall possess a valid North Carolina Contractors License and may be required to provide evidence satisfactory to the Town of Nags Head, in its sole judgment, of qualifications and experience sufficient for the successful accomplishment of a project of this nature and size within the time requirements set forth in the Contract Documents. Owner reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids, and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of Owner to make an award to that Bidder. For comparison purposes alternates will be accepted, following the order of priority established in the Bid Form, until doing so would cause the budget to be exceeded. After determination of the Successful Bidder based on this comparative process and on the responsiveness, responsibility, and other factors, the award may be made to said Successful Bidder on its Base Bid and any combination of its additive alternate Bids for which Owner determines funds will be available at the time of award and in the interest of the Town of Nags Head. Owner also reserves the right to waive informalities or minor defects and to reject any or all bids. Bidders are encouraged to engage in efforts to recruit HUB participation for construction projects. Historically Underutilized Businesses, (HUB) is defined as a business that is at least owned and managed by minority or socially and economically disadvantaged persons. A "minority person" is a citizen or lawful permanent resident who is either (i) African American; (ii) Hispanic; (iii) Asian American; (iv) American Indian; (v) handicapped; or (vi) female. A "socially and economically disadvantaged person" is someone who qualifies as such under federal law. The Town of Nags Head HUB goal is 10%. Each firm or individual submitting a bid shall not discriminate on any basis prohibited by applicable Federal or State law in employment or provision of services. The selected bidder shall certify that it has no knowledge of any circumstances which will cause a conflict of interest in providing services and that no contingent fees have been paid for soliciting or securing the contract. The bidder to whom this project is awarded shall have 180 days following the issuance of a Notice to Proceed to Substantially Complete the Project. Other provisions as to time of Full Completion, project milestones, Liquidated Damages, etc. are set forth in the Contract Documents. All bids must be submitted on the Town provided bid form, which is attached hereto. No bids shall be considered unless all required information is included as specified.
