As of February 22, 2024, this project was cancelled on June 27, 2023. The Beaufort-Jasper Water & Sewer Authority (BJWSA) has decided to seek a Program Management Contract for installation of a public, vacuum sewer system in the Stoney Creek area of the May River Watershed illustrated in Exhibit 1. The installation of vacuum sewer system is necessary to improve the water quality of the May River by reducing the amount of septic sewer service in the watershed. The purpose of this Request of Proposals (RFP) by BJWSA is to solicit proposals from engineering consulting firms to provide Program Management services including design, permitting, bidding assistance, construction phase services, and project closeout for the May River Watershed Sewer Master Plan Stoney Creek Vacuum Sewer. BJWSA will select the best qualified firm from the submitted proposals based upon selection criteria as provided herein. One of the recommended projects was identified as the Stoney Creek Vacuum Sewer project as shown in Exhibit 1 Successful completion of this project will enable the Stoney Creek vicinity to be served by a public sewer system that delivers collected sewage to the Cherry Point Water Reclamation Facility (CPWRF) thus reducing the usage of septic systems and improving surface water quality. Funding for this project will be split three ways between the County, the Town and BJWSA. In September 2022 a South Carolina Infrastructure Improvement Program (SCIIP) grant application was submitted to SC Rural Infrastructure Authority (SC RIA) to aid funding for this project. If awarded, the grant would help fund 75% of the project cost and be subject to federal procurement guidelines BJWSA seeks to select a firm to implement the Stoney Creek Vacuum Sewer Project in a timely manner. The SCIIP grant application projected the major milestone completion dates required to achieve the funds committed date first quarter of 2023 and funds expended date of December 31, 2026. That schedule is as follows: Final Design by 3/31/2024 Permits acquired by 6/30/2024 Right-of-way/Easement acquisition by 6/30/2024 Construction solicitation/advertise for bids by 9/1/2024 Construction start by 7/1/2025 Exhibit 1 provides an overall view of the project area while Exhibit 2 shows a conceptual layout. The project includes, but is not limited to, the design and construction of approximately 32,000 feet of vacuum main, 3,000 feet of service laterals, 6,750 feet of 8" force main and one vacuum station.
