Site work and new construction of a water / sewer project in Eastham, Massachusetts. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
Contract 12 - District H Construction of Storage Tank Work includes construction of a 135-ft tall, 750,000 gallon composite style elevated water storage tank with a concrete pedestal and steel reservoir, and associated systems and appurtenances. In general and without limitation the work includes, but is not limited to, providing a 750,000 gallon composite style elevated water storage tank with a concrete pedestal and welded and painted steel reservoir; civil/site work including yard piping, pavement, drain manhole, and fencing; process mechanical work including piping systems; electrical work including coordination with utility company, ductbanks, panels, wiring, conduit, and standby generator at District G water storage tank site; instrumentation work including coordination with Town's Integrator; and ancillary work for a complete, functional water storage tank. A. The work of this Contract is located in the Town of Eastham, Massachusetts, at 0 Nauset Road, Parcel ID# 09-419, near the intersection with Dexter Road. This parcel is owned by the Town of Eastham. A. The Work shall consist of furnishing all labor, equipment, material, tools, apparatus, and all other incidental work required to complete the construction of the District H water storage tank and standby generator at the District G water storage tank, as specified herein and shown on the Drawings. The Work shall include, but not necessarily be limited to the following: 1. Civil/site work, including erosion control, dust control, site preparation, excavation, earth support, temporary excavation support systems, dewatering, backfilling, compaction, grading, gravel and paved access roads and tank apron, and utilities installation, including tank overflow piping with manhole and discharge pipe, fencing, and site restoration. 2. Complying with all requirements of the Turtle Protection Plan (refer to Appendix P). Removal and replacement of damaged silt fence, installed under Contract 13, for the Turtle Protection Barrier as directed by the Owner/Engineer and in accordance with the Turtle Management Plan (refer to Appendix P). Final removal and disposal of the Turtle Protection Barrier at the completion of the Contract. 3. Furnishing and installation of all water piping, fittings, valves, hydrants, thrust blocks, restrained joints, couplings, and appurtenances as described in these Specifications, shown on the Drawings, and as directed by the Engineer required for the installation of the new water main to the water storage tank. Perform all required testing and disinfection of the water mains within the limit of work. 4. Furnish, install, disinfect, and test the new water storage tank including foundation, tank support structure, interior tank piping and valves, tank appurtenances, and the reservoir. 5. Electrical construction including: lighting; communications; panel boards; power panels; standby generator; automatic transfer switch; interior and exterior conduit and wiring; grounding; utility power connection and work; coordination; testing; and completion of Massachusetts Department of Environmental Protection (MassDEP) Installation Compliance Certification for New Emergency Engines and Emergency Turbines (refer to Appendix R). 6. Instrumentation and controls construction including: conduit and wiring; install instrumentation and controls hardware and products such as alarms, pressure instruments, and temperature instruments provided by Town's Integrator; radio telemetry system with tank mounted radio antenna; ancillary instrumentation and controls to provide a fully functioning system; and coordination with work provided by Town's Integrator (Cape Water Resources, LLC) under this Contract. 7. Coordination with the Contract 13 Contractor for connection of the 12-inch water main and underground electrical at the limit of work between Contract 12 and 13 as shown on sheet C-6 of the design drawings, coordination of SCADA work, and site access. 8. Maintenance and repair of all work for a period of two (2) years following the issuance of the Certificate of Substantial Completion. 9. The Work shall also conform to such additional Drawings and addenda to these Specifications and Drawings as may be published or exhibited prior to the opening of bid proposals and to such Drawings in explanation of details, or as may be furnished by the Engineer from time to time during the construction. 10. All construction activities must also be completed while meeting the requirements of the Appendices of the Specifications. 11. Work, materials, equipment, and storage areas, which are necessary for construction, but which are not specifically referred to in the Specifications or shown on the Drawings, but implied by the contract, shall be furnished by the Contractor at his own cost and expense, and shall be such as will correspond with the general character of the Work, as may be determined by the Engineer, whose decisions as to the necessity for and character of such work and materials shall be final and conclusive. It is the intent of these Specifications to produce a complete, finished job, whether shown in every detail or not. 12. Coordination of all construction activities with Engineer, Owner, the appropriate local and State Authorities, and utility companies. 13. Obtaining necessary permits and licenses, maintaining all items required by applicable permits, and payment of fees. 14. Attending the Pre-construction conference and the required job progress meetings. 15. Submission of a construction schedule, list of subcontractors, and proposed source locations for off-site materials. 16. Providing drone photography. 17. Submission of all required shop, working, interference, and record drawings, in a timely manner, to the Engineer, for review. Submission of Stormwater Pollution Prevention Plan (SWPPP). Submission of health and safety plan. 18. Perform all field engineering associated with the project work including, but not limited to: construction layout and elevations and preparation of an as-built CADD and PDF site plan at the completion of the project. 19. Mobilization/Demobilization to/from the site. 20. Protection and potential temporary removal of existing on-site structures, utilities, and features. Coordination with on-going Owner operations. 21. On-site and laboratory testing, as specified. 22. Coordination with the water operator for the startup, pressure testing and disinfection of the water system appurtenances. 23. Inspect the tank one year after Substantial Completion. 24. Completion of test pits to verify existing utility crossings. 25. Adjustments/repairs and/or replacement of utility appurtenances (manholes, catch basins and water valves, frames, grates and covers, gate boxes, etc.) and other related work, as specified or directed by the Engineer. 26. Restoration of sidewalks, driveways, curbs and berms, as shown or as directed by the Engineer. 27. Furnishing, installation and maintenance of all traffic control and safety measures during the construction period in accordance with Section 01850, including signs, barricades, detours, maintenance of safe vehicular and pedestrian access to abutting properties, businesses and commercial establishments and assuring an uninterrupted supply of utility services to all public amenities, businesses and abutters within the project area, at all times. The goals for this project are a minimum of 4.20 percent D/MBE participation and 4.50 percent D/WBE participation by certified DBEs To receive consideration, such questions shall be submitted in writing via email to the Engineer (Environmental Partners Group, LLC) at least seven days before the established date for receipt of Bids.
