The Plains Township Board of Commissioners will receive Bids online for the Plains Township 2023 West Charles Street Paving Project, generally consisting of full width milling and surface overlay on West Charles Street, the installation of a stormwater inlet, and all incidental work related thereto. The Plains Township Board of Commissioners reserves the right to reject any or all Bids and to waive informalities in the Bidding Bid Security" in an amount equal to 10% The Project, of which the Work under the Contract Documents is a part of, is generally described as follows: Plains Township 2023 West Charles Street Paving Project. Owner on its own initiative may issue Addenda to clarify, correct, supplement, or change the Bidding Documents. 7.02 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Architect/Engineer in writing via the selected Electronic Document & Bid Management and Procurement Service using the appropriate "Question" tab. 7.03 Interpretations or clarifications considered necessary by Architect/Engineer in response to such questions will be issued by Addenda, posted within the selected Electronic & Bid Management and Procurement Service in the "Documents" section, and emailed to all parties recorded as having registered and receiving the Bidding Documents. Questions received less than forty-eight (48) hours prior to the date and time for opening of Bids may not be answered. 7.04 Only questions answered by Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Responses to questions are not part of the Contract Documents unless set forth in an Addendum that expressly modifies or supplements the Contract Documents.
