**As of June 16, 2023, project was awarded to Lystek International Limited but awarded amount is not available.** The City desires to obtain the services of an outside organization to convert the Benicia Wastewater Treatment Plant Class B biosolids into a sustainable product that meets EPA 503 Class A-EQ standards. The selected organization will provide the full range of services including: a. Biosolids Processing. Vendor shall receive an estimated 2,500 wet tons (approximately 16% total solids) per year of biosolids from the City of Benicia Wastewater Treatment Plant and process them to EPA 503 Class A-EQ standards. The City will contract separately to haul the biosolids to the selected firm. The cost and distance to haul the biosolids will be a consideration in the selection process. b. Biosolids Delivery Hours. Vendor's plant shall be open to receive deliveries of biosolids at least twelve (12) hours per day, seven (7) days a week, unless otherwise agreed upon. Continuous, uninterrupted service is absolutely critical to a successful working relationship with the City. c. Regulatory Compliance. Vendor shall comply with all federal state, and local laws, rules, and regulations covering its activities in connection with processing and the beneficial reuse of biosolids. d. Provision of Annual Summaries. Vendor shall provide an annual summary to the City of Benicia of all volumes, monitoring and analytical data as required to complete the Annual Biosolids Generator's Report for the U.S. Environmental Protection Agency due February 19th of each year. This annual summary (covering the period of January 1st through December 31st) shall be posted by January 31st each year and shall be addressed to the Wastewater Treatment Plant Superintendent. The report shall include a statement that the facility has complied with all aspects of 40 CFR 503 in the past calendar year. e. Record Retention. The City requires that all records submitted to the City be retained for at least two years 1.1. Summary The City desires to obtain the services of an outside organization that operates a treatment facility that has the capacity to process biosolids to create a sustainable product that meets EPA 503 Class A-EQ standards. 1.2. Background The City of Benicia is a general law city located in Solano County. The biosolids are treated in anaerobic digesters and dewatered by belt filter press. The plant produces approximately 2,500 wet tons of digested biosolids (Class B) per year at 16% total solids by weight. The biosolids are tested for various constituents, and a summary of analytical testing data is available upon request.
