1. Introduction 1.1. Summary NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for 2023-RFP-007 Request for Proposal (RFP) Fire Station 6 & Fire Training Center - LPG Pipe, Pits and Regulator Installation. Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Engineering, 777 B Street, Hayward, CA 94541-5114. All proposals must be submitted to the City's eProcurement Portal by 4:00 pm on Friday, May 19, 2023 and clearly identified with RFP title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive. 1.2. Background The City of Hayward, California (the City) is located in Alameda County and is known as the "Heart of the Bay" because of its central and convenient location to San Francisco, Oakland, and San Jose. It is served by an extensive network of freeways and bus lines and has two BART stations and an Amtrak station. Currently, it is estimated that there are 148,000 residents of the City of Hayward with the City growing by approximately three percent since 2000. System overview Fire Station 6 and the Fire Training Center at 1401 West Winton Ave is currently in construction with 9 new buildings/structures. This project also includes fire props that use liquefied propane gas (LPG) for fire training purposes. The LPG drawings are intended for the construction of a LPG storage and distribution system for the Fire Training Center. The LPG system will provide propane liquid and gas to multiple locations on-site, including connection pits and propane supply to fire-prop equipment for fire training purposes. Included will be (4) - 2,000 gallon ASME vessels for LPG storage with distribution piping, controls, emergency shutoffs, and vehicle protection. Schedule 40 pipes were installed underground; however, the meet State codes, the liquid pipes need to be Schedule 80. RFP Scope The scope associated with this RFP is with the LPG storage and distribution system including the addition of two new LPG pits - one at the mobile equipment station with a lid configuration and one at the tanker station with a hard pipe configuration. 50 psi regulators and aboveground and below ground piping are to be installed. The scope includes a new liquid piping line, schedule 80 and associated modifications to the equipment area and the existing pits for the new piping. Existing underground Schedule 40 liquid piping shall be abandoned in place and identified with permanent marking.
