Site work and paving for a road / highway in Youngstown, Ohio. Working plans call for site work for a road / highway; and for paving for a road / highway.

**Contractors must contact Mahoning County to be added to the plan holders list and obtain their own set of bid documents in order to be eligible to bid.** Work consists of constructing eastbound and westbound left turning lanes on Mahoning Avenue at Bailey Road including tapers, radii improvements and a signal upgrade. Checks are to be made payable to Treasurer of Mahoning County. Failure to obtain a copy of the plans and specifications from the Mahoning County Purchasing Department may result in bid rejection/s due to non-compliance with fee requirements and official addendum notification/s. For all bids in excess of $50,000.00 , a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Mahoning County Treasurer, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Board of County Commissioners, in the manner provided by law. Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is licensed to do business in Ohio. Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any contract for which no such affidavit has been submitted. All Contractors must be pre-qualified with the Ohio Department of Transportation. This project is funded with the State and Local funding. All bidders shall comply with the prevailing wage rates as determined by the State of Ohio, Department of Commerce along with all other provisions included within the contract documents that are applicable to the project. Domestic Steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. Copies of Section 153.011 of the revised Code can be obtained from any of the offices of the Department of Administrative Services. All steel products must meet the requirements of ODOT CMS 106.09. The contractor and all subcontractors for this project must be enrolled in the Ohio Bureau of Workers Compensation Drug Free Workplace Program or in a similar program approved by the Bureau of Workers Compensation. Any contractor that does not meet this requirement will have their bid deemed non-responsive and cannot be awarded the contract. The Board of Mahoning County Commissioners reserves the right to reject any or all bids and to waive informalities. In addition, the Board of Mahoning County Commissioners reserves the right to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into for the purchase of supplies, services, equipment and certain materials pursuant to Ohio Revised Code Section 125.04. No bids may be withdrawn for at least sixty (60) days after the opening thereof. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin. Clearly indicate the item being bid, as well as the name and address of the person or business submitting the bid, on the outside of the sealed envelope containing the bid. All questions must be submitted prior to the deadline of 3:00 PM, Friday May 5, 2023
