The proposed excavation is located on a portion of a property owned by the Town of Natick at the convergence of Willow Street and the former MBTA railroad bed (Town Property). Willow Street is an asphalt paved public roadway that terminates approximately 20 feet from the Cochituate Rail Trail property line. The terminus of Willow Street is a vegetated soil/bedrock slope down toward the former railroad bed. Commercial properties abut the proposed work area to the north and south. Please refer to the Contract Drawings (Figures 1 - 4) included in Appendix A. The Contractor will excavate soil with concentrations of PCBs in excess of the applicable MCP Soil Standard of 1 milligram per kilogram (mg/kg) from the Town Property and transport the impacted soil to a licensed RCRA Subtitle C or TSCA landfill for disposal. Up to 150 cubic yards of impacted soil are anticipated for excavation and disposal across an area of approximately 500 square feet and to a depth of up to 6 feet (see Figure 3 in Appendix A). The horizontal and vertical extents of the proposed excavation will be limited by the depth to bedrock, the analytical results from previous soil samples, the results of the analysis of post-excavation soil samples, and property lines; and will not extend onto neighboring properties. The Engineer will have the property lines surveyed and staked in advance of Contractor mobilization and will perform dust monitoring during remedial activities as required. The Contractor will cut and permanently cap a PVC discharge pipe that is located within the proposed excavation (see Figure 3 in Appendix A). The PVC discharge pipe will be cut back at the property line or edge of asphalt, whichever is encountered first. Throughout much of the excavation footprint, the extent of the excavation is anticipated to be limited by the presence of bedrock (expected to be encountered at depths ranging from 1.5 to 6 feet below the existing grade). Where bedrock is encountered, the Contractor will remove the weathered bedrock until competent bedrock is reached. At the property boundaries, the excavation will be completed with vertical walls as best as practical. Groundwater is not anticipated to be encountered during excavation based on previous assessment. At the end of each workday, the Contractor will cover the excavation with polyethylene sheeting, which will be weighed down in place to ensure that there is no contact with the impacted soil from precipitation events. The impacted soil and weathered bedrock will be excavated and loaded directly into lined and covered rolloff containers or dump trailers for subsequent transport to a licensed RCRA Subtitle C or TSCA landfill for disposal. In addition, the portion of the removed drainpipe, the used polyethylene sheeting, and/or rinstate generated during the project will be drummed, transported, and disposed in a similar manner at the same or a similar disposal facility. These waste materials will be transported under USEPA Hazardous Waste Manifests and in compliance with applicable USEPA and Department of Transportation (DOT) regulations. Stockpiling of excavated soil or temporary storage of rolloff containers prior to transport is not anticipated. However, if this becomes necessary due to scheduling, the proposed stockpile/storage area, which is contained within the fenced area of the Town Property, is depicted on Figure 3 in Appendix A. If additional storage is required for rolloff containers, they will be placed within a fenced area on Town-owned property located at the terminus of Mechanic Street. All rolloffs/trailers will be covered at the end of the workday. If stockpiles are utilized, they will be placed on pavement on polyethylene sheeting and covered with the same. The cover will be weighted down, and absorbent materials will be placed around the stockpiles. Upon completion of the excavation, the Contractor will utilize a vacuum/vactor truck to remove residual impacted soil from the bedrock face where required and will assist the Engineer with collection of post-excavation confirmatory soil samples (or in areas where the excavation terminates on bedrock, bedrock samples). To facilitate collection of bedrock samples, the Contractor will use a rotary hammer drill with a minimum 12-inch long 1-inch diameter drill bit to core 12-inches into the bedrock. The Engineer will collect the pulverized rock flour for the bedrock samples. The proposed post-excavation confirmatory sample locations are depicted on Figure 4 in Appendix A. After sample collection is completed, the Contractor will cover the excavation with polyethylene sheeting, which will be weighed down in place, and secure the perimeter fencing until the analytical results are received.
