Site work for a water / sewer project in Spokane Valley, Washington. Conceptual plans call for site work for a water / sewer project.
This agreement will be for approximately one year in duration. Consultants will be considered for the following project. The City reserves the right to amend terms of this """Request for Qualifications""" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.Project DescriptionProposed work will develop the existing 30% design documents approved by the Department of Ecology to a completion status as specified below. This project will improve stormwater quality through installation of low impact development (LID) stormwater management techniques including but not limited to: bio-infiltration swale facilities, tree/planter box bio-retention facilities, and/or cartridge media treatment facilities. These facilities will be located along Sprague Avenue from University Road to Park Road. Sprague Avenue is a five-lane principal arterial in a fully developed commercial zone. Both sides of the roadway have an eight to twelve foot wide landscape area with mature trees. Extensive utility coordination is anticipated. Stormwater from the roadway is currently discharged directly to drywells. The scope of this project includes retrofitting existing infrastructure with LID facilities. In addition to LID facilities, work is expected to include applicable design elements for asphalt and curbing revisions, reducing roadway width to three lanes, landscaping and irrigation, street/pedestrian lighting, and multi-modal facility improvements including signalized crossing(s) of Sprague Avenue and potential transit stop upgrades.The work to be performed by the CONSULTANT consists of preparing the necessary final design documents. Documents must consider that the project will be delivered in at least two distinct segments with two unique purposes:1) 2024 construction of Sprague Avenue between University and Herald Roadsa. Provide 100% plans, specifications, and estimates required for a full bid package,b. Project must account for multiple funding sources and project considerations:i. Federal funds: Coronavirus Local Fiscal Recovery Fund (CLFR),ii. Non-Federal Funds: Washington State Department of Transportation (WSDOT) funding for a signalized pedestrian crossing between City Hall and Balfour Park,iii. Non-Federal Funds: Spokane Transit Authority funding for overall segment improvements,iv. incorporate the Ecology-approved design report element.2) 2023-2024 Ecology grant eligibility for future construction funding of Sprague Avenue between Herald and Park Roadsa. Ecology acceptance of the 90% Design Package by June 30, 2024,b. Construction years will depend on funding available. Currently, this segment does not have any secured construction funds.Final design services include:1) Additional Surveying (if needed)2) Geotechnical recommendations3) Stormwater design report documents4) Environmental documentation and preparation of permit applications5) Preparation of plans, specifications, and estimates for construction bid documents as needed to deliver the two segments described above6) Bid supportThe City reserves the right to retain the services of the successful firm for any subsequent phases (CN) associated with this project.Evaluation CriteriaSubmittals will be evaluated and ranked based on the following criteria:1) Qualification of Proposed Project Manager and Team2) Experience of the Proposed Project Manager and Team3) Approach to project management4) Approach to schedule5) Approach to quality control6) Organization & Clarity of the proposa
