Site work and paving for a civil project in Coalton, West Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; and 19,100-square-foot water / sewer project.

The installation of approximately 19,100 LF of water line, service tubing, new meter settings, gate valves, fire hydrants, tank improvements, various road repair, and other necessary appurtenances. Contract Documents for the project can be examined at the following locations: Civil & Environmental Consultants, Inc. 120 Genesis Boulevard Bridgeport, WV 26330 Contractors Association of West Virginia 2114 Kanawha Boulevard East Charleston, WV 25311 A two-envelope system will be used. Envelope No. 1 must have the following Information presented on the front: Name and address of Bidder, "Bid on Town of Coalton - Contract #1 - Water System Improvements Project", Received by CEC on behalf of the Town of Coalton Envelope No. 2 labeled "Bid Proposal" shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR - 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 "Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 "Bid Proposal" will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw the Bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to the Town of Coalton in an amount equal to five percent (5%) of the base bid. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, and the Contract Works Hours Safety Standards Act. Bidders must comply with the Build America, Buy America (BABA) Act. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-ID-5. All Bidders are required to have a West Virginia Contractor's License per Section section 21-11-11 of the West Virginia Code. For this project, a Class C "General Engineering" contractor's license is required. Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by the Town of Coalton and the West Virginia Department of Environmental Protection - Office of Abandoned Mine Lands Economic Revitalization (AMLER) Program. Upon receipt for bids, kindly respond with expression of interest by May 24, 2023 to Matthew Fluharty, Principal, CEC via email at mfluharty@cecinc.com. The Town of Coalton, reserves the right to reject any and all bids. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
