See Section G of this RFQ for additional submittal instructions. All questions are to be submitted through the Public Purchase, electronic bidding tool, which will allow everyone to see submitted questions and the answers. Questions will be answered and posted to the Public Purchase website on a regular basis until one week before the time of proposal submittal. The University of Akron has authorized the Department of Capital Planning and Facilities Management to request qualifications for a Construction Manager at Risk for the transformation of the Polsky Building, in Downtown Akron, into a nexus of creativity, service, and community engagement, the Knight Center for Creative Engagement (Knight Creative). The Polsky Building is located within walking distance of three major research hospitals, across the street from major centers of government and the judiciary and borders the newly renovated Main Street district of downtown which includes centers of the arts, entrepreneurism, entertainment, and commerce. Knight Creative is designed as an engine of creativity, experimentation, and transformation whose purpose will be to continually stimulate innovation and adaptation in downtown Akron and throughout the city and region. This will be accomplished with a unique application of architectural design, technology, and urban geography to four important university asset groups housed in the Polsky building. The groups are: 1. Arts Asset Group 2. Health Care Asset Group 3. Business and Entrepreneurship Asset Group 4. Law, Advocacy, and Public Policy Asset Group When fully operational, Knight Creative will transform the Polsky building in the center of downtown Akron into an interdisciplinary, technology-mediated integrator of arts, culture, commerce, health, and communications designed to intersect, energize, and advance the growing momentum to revitalize the City of Akron. Professional design services are being acquired by the Contracting Authority under a separate contract. The Program of Requirements ("POR") will be developed as a part of this project by the Architect/Engineer ("A/E"). All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority and/or Owner's policies and procedures. The initial project will focus on the connection between the University of Akron and Downtown Akron with particular focus on the renovations of the Main Street entrance on the first floor of the facility, the High Street entrance on the third floor and the connections between them, including new entrances along University Avenue. Design and construction should proceed with special attention to potential future phases. Programmatically, Knight Creative will include several existing occupants, additional "tenants" that will be relocated to the facility from elsewhere on campus, and new, interdisciplinary, and entrepreneurial spaces.
